Three Wayuu indigenous people were murdered on Tuesday in a crowded neighborhood of Maicao, when two unidentified people arrived on a motorcycle at a residence. The barbecue man entered and fired a firearm at those who were in the place.

The authorities advance in the investigation to find the whereabouts of the perpetrators, in a fact that constitutes the first reported massacre of the year in that department.
In early versions of the Police, apparently it would be a reckoning of drug gangs.
But the most aberrant thing about the fact and that has the community worried is that the same author of the murder recorded on a video the moment in which he carried out the crime and then fled the scene.

U.S. President Joe Biden said late Tuesday Russian leader Vladimir Putin “badly miscalculated” in his invasion of neighboring Ukraine and the thought that he could make the free world “bend to his menacing ways.”
Biden used the beginning of his State of the Union address to the nation to express support for Ukraine and outline the widespread, unified response from Ukrainian allies that has included sending weapons and aid to Ukraine and imposing strong economic sanctions against Russia.
“Putin may circle Kyiv with tanks, but he will never gain the hearts and souls of the Ukrainian people,” Biden said. “He will never extinguish their love of freedom. He will never, never weaken the resolve of the free world.”
Biden announced the closing of U.S. air space to all Russian flights and said the U.S. Justice Department is forming a special task force “to go after the crimes of Russian oligarchs.”
He reiterated that the United States will not be sending troops to fight in Ukraine, while stating that NATO allies would “defend every inch” of territory in member states.
“The Ukrainians are fighting back with pure courage, but the next few days, weeks and months will be hard on them,” Biden said. “Putin has unleashed violence and chaos, but while he may make gains on the battlefield, he will pay a continuing high price over the long run.”
Among the audience in the U.S. Capitol was Ukraine Ambassador to the U.S. Oksana Markarova. Many of the lawmakers in attendance wore forms of yellow and blue, the colors of the Ukrainian flag, to show their support.
Ukraine Ambassador to the US Oksana Markarova acknowledges applause from US First Lady Jill Biden as they attend President Joe Biden’s first State of the Union address to a joint session of Congress, in Washington, DC, on March 1, 2022.
Ukrainian President Volodymyr Zelenskyy spoke with Biden by phone Tuesday about sanctions against Russia and defense aid for Ukraine.
“We must stop the aggressor as soon as possible,” Zelenskyy tweeted.
Ukraine’s second-largest city, Kharkiv, faced increased Russian shelling Tuesday, including a strike at the Kharkiv Regional State Administration building in the center of the city that Zelenskyy called “undisguised terror” and a war crime.
A day after hours of talks with Russian officials yielded no resolution on Ukraine’s demands for a cease-fire and a withdrawal of Russian forces, Zelenskyy again called for a halt in fighting to give negotiations a chance.
“It’s necessary to at least stop bombing people, just stop the bombing and then sit down at the negotiating table,” Zelenskyy told Reuters and CNN in a joint interview in a heavily guarded government compound in Kyiv.
A U.S. defense official told reporters that despite instances of Russian forces in some areas being slowed by logistical problems, the Russian military still has significant combat resources that have not yet been utilized in Ukraine.
One closely watched situation is the approach of a kilometers-long Russian column that has been making its way toward Kyiv.
The official said the U.S. assesses that since the invasion began last Thursday, Russia has launched more than 400 missiles, and that Ukraine’s air and missile defense systems remain viable.
International pressure on Russia continues, with Canada announcing Tuesday it will refer the situation in Ukraine to the International Criminal Court for a probe of war crimes and crimes against humanity committed by Ukraine.
European Union foreign policy chief Josep Borrell said Tuesday that Russian shelling of civilian infrastructure that took place Monday in Kharkiv “violates the laws of war.”
Kremlin spokesman Dmitry Peskov dismissed allegations of war crimes and told reporters that “Russian troops don’t conduct any strikes against civilian infrastructure and residential areas,” despite extensive, mounting evidence of Kremlin attacks on homes, schools and hospitals documented by reporters.
The United Nations General Assembly is also expected to vote Wednesday on a resolution calling for Russia to immediately withdraw its military forces from Ukraine and condemning Putin’s move earlier this week to “increase the readiness” of Russia’s nuclear forces.
The resolution, which is non-binding but does signal international opinion, follows a failed effort at the U.N. Security Council where Russia used its veto power to block a similar resolution.
In addition to sanctions that have directly targeted Russia’s banking system and figures close to Putin, many companies have halted their Russian operations in response to the invasion.
Exxon Mobil said it would exit Russia, joining other oil companies such as Shell and BP. Apple stopped selling iPhones and other products in Russia, while car maker Ford and airplane manufacturer Boeing announced they are suspending Russian operations.
Reuters reported late Tuesday that Russian President Putin issued a decree banning cash exports of foreign currency from the country exceeding $10,000 in value with effect from March 2, according to a Kremlin statement.
Also on Tuesday, Echo Moskvy, one of Russia’s oldest radio stations that is critical of the authorities, was taken off the airwaves. The Associated Press confirmed that the blockage, along with threats to shutter the renowned station permanently, is a result of its coverage of the invasion.
Ukraine’s parliament said a Russian missile hit the television tower in Kyiv. Local media reported the attack caused several explosions and Ukrainian channels stopped broadcasting shortly thereafter.
Ukrainian officials said five people were killed in the attack. Ukrainian Foreign Minister Dmytro Kuleba tweeted that it rekindles memories of the mass killing of Jews by Nazi SS troops and local collaborators during World War II.
“Kyiv TV tower, which has just been hit by a Russian missile, is situated on the territory of Babyn Yar. On September 29-30, 1941, Nazis killed over 33 thousand Jews here. 80 years later, Russian Nazis strike this same land to exterminate Ukrainians. Evil and barbaric.”
The U.N. refugee agency said Tuesday that more than 677,000 people, most of them women and children, had fled Ukraine to neighboring countries since Thursday. It said it expects 4 million people could eventually flee Ukraine.
Some information for this report came from The Associated Press, Agence France-Presse, and Reuters.

Every link is a portrait or a mirror and life grows when it communicates. We come together to create. There is a collective conscience that disposes us to talk, to listen, to reach agreements. It is invented since the beginning of time. Differences are reconciled when there is group action, when the path is the union of talents and efforts around the common interest. History provides countless moments and nation processes that began with everyone’s trust. In the union of generations around a consensus. Every anthology is personal, but social life takes place between communicated beings that vibrate.
The nut of that coming and going of the country with its desires, joys and crossroads, is being recorded in the stories told by newspapers and magazines, broadcast on the radio, or enter the chapter of memories of unforgettable images on television or current formats of the digital world. The good, the bad and the ugly of a diverse and critical nation that is always on display. The media have been there to say so. It is part of everyday life that is kept in the closet of memories, and the duty of those who had the privilege of telling it. The chroniclers of yesterday and today who are weaving the pieces of the puzzle. The breviary of the news that is amplified.
This is a challenging time. An hour of decisions. The pandemic continues to gravitate as a random and uncertain enemy. Economies continue to suffer, needs grow, interest groups diversify, violence reappears. There are enough reasons to join the defense of a right, or of all, accompanied by the conviction of believing and trusting in free and responsible communication as an authentic value. Technology changed the world, but fake news and bias also lurk with their echo chambers. In contrast, there are examples of collaboration, fair competition, fair play or union around the fire of higher interests, which deserve to be known or recounted.
Life is made up of opposites that manage to transfer dissent; of productive coexistence between differences and affinities. Communicating to unite and uniting in communication Like an encircling thread facing the country and its democratic challenges, it is an invitation to delve into this special created to understand and verify that, among Colombians, there is much more that unites us than what separates us. It is also supported by the brands that accompany us and share their space and their messages. It is also the occasion to vindicate the sixty years of the Colombian Information Media Association (AMI), an organization that believes in Colombia and that, through the journalism of its members, has shown its lights and its darkness.
Colombia Unida, where differences can live, is also a recognition of the inspiring principle that today moves the country’s newsrooms that have been reconstituted after the pandemic: collective creation. It is in the debate in the editorial boards, in the corridors of the media or in the back rooms of journalism, where the stories that summarize us as a country germinate. Those that are delivered here constitute an inciting inventory to read, hear or see, thinking that social union is possible as a reunion compass against indecision. Those of a society that, by uniting, can face the ups and downs of history with common firmness.
Thus, all the member media of the Colombian Association of Information Media (AMI) join in this special editorial, to contribute to this purpose, working together, sharing content and agreeing that with what we manage to do together we multiply and contribute more.

The Plenary Chamber of the Constitutional Court revoked the provisional measure regarding the registration of the three governing councils of the indigenous people of Nabusimake, jurisdiction of Pueblo Bello (Cesar).

Judge José Fernando Reyes Cuartas, who partially saved his vote, argued that the object of protection is limited to a conflict of an electoral nature typical of indigenous or tribal governmental autonomy.
He explained that these peoples have the right to promote, develop and maintain their institutional structures, including their own justice systems.
“In that sense, the Court should have declared itself incompetent to continue hearing this matter and lift the provisional measures adopted, since its intervention has exposed the rights of self-affirmation, self-definition and self-limitation,” the magistrate stressed.

After the complaints made by the representative of MedellinWilliam Yeffer Vivas Lloreda, on raids by the army in the capital of Antioquia, the Town hall of the city had a series of recommendations to avoid carrying out these actions that are illegal.
The complaint was made this Monday, February 7, and occurred in the vicinity of the Suramericana station of the Medellin Metro. To which the municipal administration responded with an initiative that seeks to clarify these facts and not allow young people to be arbitrarily detained.

From the Youth Secretariat, the Secretariat of Non-Violence Y the Women’s Secretariat The #ObjetarEsUnDerecho strategy is advanced, which consists of a care route for young people who wish to declare themselves conscientious objectors to military service.
“The Municipal Administration installed the permanent monitoring table for the phenomena of illegal recruitment, raids and irregular incorporation procedures,” the Administration said in a statement.
(Also read: 471 complaints of recruitment of minors have been attended in Medellín)
The Constitutional Court decreed through judgment C-879 that young people who have not defined their military situation cannot be retained or transferred for long periods of time, which is why several groups indicate that these routes are necessary so that these types of events do not repeat themselves.
“Traditionally, young people have been instrumentalized for war and conflict. In recent weeks we have collected the anguish and anxiety of many of them in the face of the incorporation and recruitment process that the National Army has been carrying out in the city. We want to provide them with guarantees and accompany them in processes that have arbitrariness and irregularities. Above all, we want to tell you that there is an alternative, that conscientious objection is a constitutional right,” said the youth secretarySantiago Bedoya.

Groups denounce that due to the increase in accompaniment and attention routes so that young people are clear about their rights to conscientious objection, these raids have become more frequent by the Army.
The Mayor’s Office of Medellín created a permanent monitoring table in which the Army, Personería, attorney and the Medellin Subway to protect the freedom of young people from recruitment.
“The purpose is to sensitize the young people of the city about the routes they have to exercise their right to conscientious objection to military service. It is also important to remember that the victims of the armed conflict, palenqueros, blacks and only children are exempt from compulsory military service,” said the Secretary of Non-ViolenceJuan Carlos Upegui.

If a young person is arbitrarily detained by the Army and wishes to report it, they can do so through www.medellin.gov.co/satmed or WhatsApp line 310 715 4095.

The bunker of the Prosecutor’s Office in Medellín, considered one of the safest places, was the epicenter of a massive escape of detainees at dawn on Saturday, for which the authorities continue in search of the three people who managed to escape.
At least 10 more people were recaptured at the site, in addition to a 30-year-old man who apparently helped those deprived of liberty with their escape plan, as confirmed by the Valle de Aburrá Metropolitan Police.
José Galindo, operational commander of the Metropolitan Police, reported that people have been identified through cameras and progress is being made in the investigations.
“A person was captured who was allegedly helping the escape. At this time this is a matter of investigation, they were left at the disposal of the Attorney General’s Office and are close to the hearing of the same. It is being verified because there are some bars and a series of elements, of evidence that we have at this time, which are the subject of investigation,” Galindo said.
The crimes for which these people were requested are theft and one of them for bribery.
It should be remembered that the bunker of the Prosecutor’s Office, as well as the city’s Police stations have had historical problems of overcrowding, which is why occupation versus capacity is usually exceeded in large proportions.
