the commander of the Metropolitan Police General Luis Carlos Hernandez I attribute the attack to alias ‘El Negro Ober’, a dangerous criminal who is imprisoned in Nariño, answering for murders, extortion and attacks on transporters and merchants from Barranquilla and Soledad.
“The line of investigation that has been established points to retaliation between criminal groups and that whoever would be behind this criminal act would be alias ‘Negro Ober,'” he says in a police statement, where it is ensured that there is already one captured.
