the commander of the Metropolitan Police General Luis Carlos Hernandez I attribute the attack to alias ‘El Negro Ober’, a dangerous criminal who is imprisoned in Nariño, answering for murders, extortion and attacks on transporters and merchants from Barranquilla and Soledad.
