UNIPEP contributed and contributed to the construction of the Historical Memory Book “Aporte a la Verdad”.

Within the framework of the internal armed conflict, the presidency of the Republic of Colombia, through the Ministry of Defense, contributed to the construction of a plural and inclusive historical memory to the National Memory Center, which seeks to contribute to the processes of recognition of who have suffered the consequences of the violence in the country, among whom the members of the Public Force (Military Forces, the National Police), as well as their families, are recognized.

In this sense, the Police Unit for the Building of Peace – UNIPEP, contributed to the victims’ right to truth through the construction of the book “Contribution to the truth: Context of the Public Force for historical memory” as a Guarantor institution of Human Rights, through its constitutional mission to ensure the maintenance of peace and security conditions in the national territory.

In this way, inclusion is sought through the Comprehensive System of Truth, Justice, Reparation and Non-Repetition (SIVJRNR), and in judicial and extrajudicial mechanisms, contributing to the Historical Memory in the country.

Through a symbolic act, carried out on February 25 at the Military Museum located in the municipality of Tocancipá, the President of the Republic of Colombia delivered a document in Institutional Historical Memory to the Special Jurisdiction for Peace – JEP, the Truth Commission – CEV and the National Center for Historical Memory

“Here we need infrastructure works, we need big works,” he insisted, making a clear warning to the Departmental and National Governments that with “warm water wipes” the problem cannot be solved.

And the work that he proposes is the channeling or diversion of the ravine, of which he said “we do not do that easily, we must do a large infrastructure work that allows us to solve the problem in the future.”

That is why he believes that the necessary investment is required, for which he made a vehement appeal to the professionals of the National Directorate of Risk Management who visited the municipality on Sunday, to take stock of the works that are required.

The governor of Nariño, Jhon Rojas Cabrera, also agreed with the mayor, in the sense that the inhabitants of San Pablo need substantive solutions in the face of the emergency they have been experiencing since last Friday afternoon, when the strong winter made them think at worst

“We take stock to establish what mitigation works and what mitigation actions are required here, to restore tranquility,” revealed the president, who thanked all the relief agencies that came together to attend to the emergency and provide relief to the inhabitants. .

It is also advised that while it is raining you should stay away from towers, poles, signs and metal fences, just as you should stay away from areas of possible landslides.

The Ministry of Defense announced this Tuesday that there will be an increase in force in areas of Antioquia with the highest incidence of crime, to attack crime and reduce homicide rates in the department.

During a meeting in Bogotá with the governor of Antioquia, Aníbal Gaviria Correa, the president put on the table the issues of concern regarding security in the department and the actions that must be implemented to attack crime. Among them, it was agreed to strengthen capabilities in technology and mobility for the public force and a greater presence in the territory.

“Support was defined with an increase in foot force focused on regions of the department that are having a higher incidence of the presence of criminal groups,” said the governor.

Molano indicated that the construction of the Pedro Justo Berrío battalion, in western Antioquia, is already in the budget of his portfolio and construction will begin during the first half of the year.

Martínez recalled that, in 2018, in the municipalities of Magdalena there was fraud in the elections to Congress and that this could be repeated on election day in 2022.

He considered having some “convincing evidence” with which he wants to demonstrate that, presumably, from the National Registry of Civil Status a fraud was orchestrated in the last legislative elections.

The Citizen Force candidate said that this situation became known through complaints received by part of the internal staff of the Registry.

“The instruction given to the regional delegates of the Registry is to guarantee a vote for certain electoral bosses by region, in the case of Magdalena it is known that for the Senate the favored one is Fabián Castillo”, denounced the spokesperson for Fuerza Ciudadana.

As detailed, the fraud consists of securing complete electoral posts, standardizing the vote and guaranteeing enough votes to exceed the threshold in the Chamber, exactly as was done in 2018, as he maintained, especially in the third, fourth and fifth category municipalities.

For example, Martínez stated that “in 2018 and after making a comparison between the formats: E-10, E-11, E-14- and E-24, it can be shown that the current House Representatives for Magdalena: Franklin Lozano, from Citizen Option; Kelyn González, from the Liberal party; Carlos Mario Farelo from Cambio Radical; and to a lesser extent Hernando Guida, from the U; the elections to Congress were stolen in Magdalena”.

Request a change of delegate

They stole the election and got their credentials with outright fraud

“The elections were stolen and they achieved their credentials with blatant fraud,” warned Rafa Martínez.

The Citizen Force movement, upon receiving this complaint and analyzing the evidence and verifying the information, filed a criminal complaint against all the jurors and delegates of the Registry and the municipalities where these electoral crimes occurred.

“The foregoing is easily demonstrated by finding atypical tables and positions where the combined vote of these candidates and the party far exceeds 30 percent of it,” explained Rafael Martínez.

The Citizen Force requested the National Registrar, the MOE, and all non-governmental organizations to immediate change of delegate Regional Office of the Registrar and the municipal delegates in Magdalena.

“We ask for the supervision of the elections on March 13 and that special attention be paid to the Magdalena case, the alarms be set off to prevent the elections from being stolen again in the same way and replicate this model of electoral crime in the rest. of the country”, emphasized Rafael Martínez.

An Air Force record of the Kelley court-martial says he pleaded guilty to multiple specifications of assault, including striking his wife, choking her with his hands and kicking her. He also was convicted of striking his stepson on the head and body “with a force likely to produce death or grievous bodily harm.”

In 2012, several months before his conviction in the domestic violence case, Kelley briefly escaped from a mental health center in New Mexico and got in trouble for bringing guns onto a military base and threatening his superiors there, police reports indicate.

Deputies were called to Kelley’s home in New Braunfels in June 2013 about the rape case and investigated for three months, Comal County Sheriff Mark Reynolds said. But it appeared that they stopped investigating after they believed Kelley left Texas and moved to Colorado. Reynolds said the case was then listed as inactive.

Under Pentagon rules, information about convictions of military personnel in crimes like assault is supposed to be submitted to the FBI’s Criminal Justice Investigation Services Division for inclusion in the National Criminal Information Center database.

For unspecified reasons, the Air Force did not provide the information about Kelley as required.

Lawyers for survivors and relatives of those killed had asked for $418 million, while the Justice Department proposed $31.8 million. Messages to the Justice Department, Air Force and the plaintiffs’ legal team were not immediately returned.

The approximately 80 claimants include relatives of those killed and 21 survivors and their families. Authorities put the official death toll at 26 because one of the 25 people killed was pregnant.
