The crime of a social leader, seven cases of confinement of communities, 10 burned vehicles, six acts of destruction to infrastructure, 18 terrorist acts and the closure of 23 transport terminals due to terrorist threats were some of the unfortunate events recorded during the armed strike of the Eln, which began on Wednesday and ended this Saturday afternoon.

The information was provided by the monitoring mechanism of the Investigation and Accusation Unit (UIA) of the Special Jurisdiction for Peace (JEP).

These events were rejected by the population in general, both authorities and civil society, who even went out to march to demand that the attacks stop, as was the case in Buenaventura.

The murder of social leader Julio Victoria Cárdenas on Thursday night was denounced by the Institute of Studies for Development and Peace (Indepaz).
According to the institute, the victim was attacked with a firearm on the Litoral de San Juan, in Chocó.

Cárdenas was president of the board of directors of the General Community Council of San Juan (Acadesan) and of the community of Barrios Unidos in the Litoral San Juan. In addition, he was part of the Guardia Cimarrona del Chocó.

According to information from the authorities, in addition to the attacks and acts of violence, there are also Five armed attacks on the Public Force were recorded (two harassments, two ambushes and one combat).

ELN patrol in Tibú.

One of the attacks on structures with the greatest impact was on the Los Trujillos bridge, located at kilometer 44 of the Pailitas-Curumaní section (Cesar). The attack was one of those with the greatest impact, since this corridor is one of the most important for transit through the Caribbean region.

Authorities confirmed that while this structure is recovered, a semi-permanent metal bridge will be installed to recover road mobility for cargo carriers and other users.

The structure was transferred from Caldas and has a capacity of 52 tons for a traffic lane.

The installation is carried out by the National Institute of Roads (Invías), with the support of the National Army (Military Engineers), who will be in charge of moving personnel to the point.

(In context: Eln harassment against the National Army was recorded in Cesar)

The entity stressed that the assembly will be carried out in the scheduled time, as long as the weather and security conditions are adequate for this purpose.

“We are deploying all our operational capacity. We expect the bridge to be built by Thursday of this week at the latest and to be able to re-establish the passage”, explained Juan Esteban Gil, director of Invías.

This can also be taken as a call for the presidential candidates to take the issue into account, not to let the peace process with the ELN die.”

The road section is an important corridor of the Atlantic Coast where heavy cargo and passenger transport vehicles circulate.

At this time it is not disconnected, since due to the emergency of the Trujillos bridge, El Burro, Tamalameque (south of Cesar) and El Banco (Magdalena) were established as alternate routes.

From these points, the vehicles can be mobilized to Cuatro Vientos, Chiriguaná corregimiento (center of Cesar) and continue the route to other cities in the Caribbean region.

Despite the fact that there was accompaniment in the area by personnel from the Police, the Army and the Institute, in coordination with the authorities of Cesar and Norte de Santander, a new attack was recorded in Pailitas on Friday.

Two tractor-trailers that were traveling between the Palestina-El Burro highway were set on fire by the ELN
after armed men intimidated the drivers and forced them to get off.

Constant attacks by the Eln guerrilla

Paola Perdomo, a national peace, post-conflict, and human rights researcher at the Peace and Reconciliation Foundation (Pares), pointed out that the country’s current electoral situation is not the reason why this armed strike was carried out, as has been said.

“These armed strikes by the Eln have been carried out constantly since the beginning of the year. Seeing it as something conjunctural due to the electoral year is not correct, it is a combination of a tradition that they have of starting the year like this to demonstrate that they have control and the power to generate anxiety”, indicated the expert.

According to Perdomo, these actions are part of a military strategy to advance in the territorial control of the areas that have historically been dominated by this group, as is the case of Norte de Santander, more precisely in the Catatumbo region, where this Friday He was able to see how members of this guerrilla roamed the streets of Tibú.

Unemployment

Truck burned on the Popayán – Cali road.

In the El 25 sector, on the road that connects to the village of La Gabarra, in the rural area of Tibú, some videos were recorded showing a group of armed men patrolling the village, while the peasants remain sheltered in their homes.

In one of the videos it is observed that at least ten men, with long-range weapons, walk on the side of the road. The subversives wear armbands with ELN insignia.

“Here they force us to lock ourselves up, the order is that we cannot open businesses and no one can leave for Cúcuta or Ocaña.
Being on the road means risking having your car burned down or being killed,” narrated a Tibú inhabitant.

This event occurred hours after alleged members of the Eln intimidated the merchants of La Gabarra to force them to close their business premises. The roads inside the hamlet were blocked with tires that were incinerated.

(In other news: Buenaventura marched against the armed strike of the Eln and the violence)

It is not the first time that the ELN has carried out patrols in Catatumbo towns. The last case occurred in November 2021, when several armed men walked the streets of a commercial sector in the municipality of Convención.

“During the armed strike of 2020, it was possible to see how an advance was made towards the urban area of Cúcuta, these actions generate a collapse in the territories that allow these advances to be made,” said the Pares researcher.

Major General Ómar Sepúlveda, commander of the Army’s Second Division, indicated that between Wednesday and Friday alone, the ELN carried out 16 terrorist actions in Norte de Santander.

“The bandits of the Eln and the other armed groups have very clandestine urban cells. These cells are confused with the civilian population. They are actions of one or two bandits who place a box and run away,” said the senior officer.

The armed strike left a balance of more than 100 actions that affected civilians and damaged infrastructure.

(More information: Eln set fire to three trucks in Pailitas, Cesar)

Roads closed in several regions of the country

On Wednesday there were attacks on the Ruta del Sol roads, in Curumaní (Cesar); Panamericana, between Cali and Popayan; and the road between Bucaramanga and Bogotá.

As for the Panamericana, on Wednesday there were blockades due to a burned vehicle, but on Thursday it was clear. The same thing happened with the Bucaramanga-Bogotá road, which was the site of an explosion that left eight injured, but which worked normally on Thursday and Friday.

However, although the roads were clear and no major inconveniences were recorded, the number of travelers who used public and private transport on these roads decreased significantly.

(We also recommend: Governor of Sucre denounces ELN presence in La Mojana)

According to the UIA report, the terrorist acts were registered in 66 municipalities of 17 of the 32 departments of the country, the majority located in the Caribbean and Andean regions, the Pacific coast and some departments on the border with Venezuela and the Orinoquía, such as Arauca, Casanare and Vichada.

One of the main sectors affected by the ELN strike was transportation. In Bucaramanga, capital of Santander, the transport terminal reported a drop in the flow of passengers and dispatches due to violent actions perpetrated by the armed group. Around 900 people refrained from traveling by land according to authorities.

The Pares researcher pointed out that despite the fact that they are military actions that seek to demonstrate a destabilizing power, they can also be interpreted as a call to resume peace talks.

(Keep reading: Harassment against Police station and burning of vehicle in Nariño)

“This can also be taken as a call for the candidates to take the issue into account, not to let the process that they tried to start die, because it is clear that they have a significant destabilizing power in the areas that have historically dominated despite to the clashes that have been taking place with other armed groups,” says Perdomo.

The total number of infected since the pandemic began amounts to 10,809,222.

This week there have been just over 200,000 new cases, while the previous week this data was close to 330,000 thousand infections in seven days.

pressure in hospitals

In hospitals, satisfactorily, the pressure drops sharply due to the number of patients with covid.

Last Friday, 12,843 patients (10.3%) had been admitted; today the data is 9,742 (7.8%). They are 3,101 less in seven days.

And less than 10,000 patients had not been in health centers since the last days of last December.

In the last 24 hours, 288 people have died from coronavirus, and in the last week 2,003.

The previous week the number of deaths was 1,760, so this indicator, for the moment, continues to rise.

So far in February, the number of deaths from covid rises to 4,365, in 18 days.

The official total death toll from the pandemic is 97,998, not far from 100,000.

Covid in Spain, weekly balance: sharp drop in all indicators, but not deaths

In this second week of February, the sixth wave has continued in strong remission, with a clear decrease in daily cases, a decrease in the accumulated incidence, as well as in hospital pressure and positivity by PCR, but this has not happened with deaths , yesterday and today very close to 400 daily.

High death toll

In the last week, 1,760 deaths from covid have been recorded, and since last February 1, 2,362. It is a very high number in full decline of the sixth wave.

The daily average of deaths so far in February exceeds 200 deaths, in the last 24 hours 389, with a total official figure since the pandemic broke out of 95,995.

Indicators of the evolution of the pandemic fall sharply

All the indicators that offer data on the evolution of the pandemic in this sixth wave have continued to fall in the last 24 hours, and the balance of the weekly sum is in the same direction.

Cases and cumulative incidence

The new infections today have been 49,004, reaching a total number of cases of 10,604,200.

The weekly average of cases has been around 47,000, well below the January records, with daily figures well above 100,000.

The accumulated incidence, number of cases per 100,000 inhabitants, has fallen another 105 points today, and stands at 1,461, with a decrease of 838 points compared to last Friday, February 4, when it stood at 2,299.

There are three communities below 1,000 cases of cumulative incidence: Andalucía (583), Canarias (617) and Madrid (960).

There are five regions above 2,000: Murcia (2,189), Cantabria (2,183), Catalonia (2,127), Galicia (2,091) and the Valencian Community (2,041).

The rest are between 1,000 and 2,000 cases per 100,000 inhabitants, all going down.

By age groups, the decline continues, with those under 11 years of age at the maximum figure (2,288) and people between 60 and 69 years of age, the lowest count (821).

Strong drop in hospital pressure

Covid patients admitted to hospitals are strongly reduced.

Today the number of patients admitted to the plant is 12,843 (10.3%), compared to 13,623 yesterday (10.9%), but last Friday this figure rose to 16,326 (13%), which represents a decrease of sick by covid in hospitals in a week of almost 4,000 (3,843).

In the ucis the decrease is also notable. This Friday 1,588 (16.9%) are recorded compared to 1,633 yesterday (17.4%); last Friday the figure registered was 1,880 (20%). The drop in seven days is 292 fewer covid patients in the intensive care units of Spanish hospitals.

Other data

PCR positivity also continues to decline. Today it stands at 29.4 percent, and a week ago at 33.9 percent.

Patient admissions to hospitals on the last day are 1,210, compared to 1,873 discharges. Another positive fact.

The Biden administration on Friday restored some sanctions relief to Iran’s civil nuclear program as talks aimed at salvaging the languishing 2015 nuclear deal enter a critical phase.

As U.S. negotiators head back to Vienna for what could be a make-or-break session, Secretary of State Antony Blinken signed several sanctions waivers related to Iran’s civilian nuclear activities. The move reverses the Trump administration’s decision to rescind them.

The waivers are intended to entice Iran to return to compliance with the 2015 deal that it has been violating since former President Donald Trump withdrew from the agreement in 2018 and reimposed U.S. sanctions. Iran says it is not respecting the terms of the deal because the U.S. pulled out of it first. Iran has demanded the restoration of all sanctions relief it was promised under the deal to return to compliance.

Friday’s move lifts the sanctions threat against foreign countries and companies from Russia, China and Europe that had been cooperating with nonmilitary parts of Iran’s nuclear program under the terms of the 2015 deal, known as the Joint Comprehensive Plan of Action, or JCPOA.

The Trump administration had ended the “civ-nuke” waivers in May 2020 as part of its “maximum pressure” campaign against Iran that began when Trump withdrew the U.S. from the deal, complaining that it was the worst diplomatic agreement ever negotiated and gave Iran a pathway to developing a bomb.

Little progress

As a presidential candidate, Joe Biden made a U.S. return to the nuclear deal a priority and his administration has pursued that goal, but there has been little progress toward that end since he took office a year ago. Administration officials said the waivers were being restored to help push the Vienna negotiations forward.

“The waiver with respect to these activities is designed to facilitate discussions that would help to close a deal on a mutual return to full implementation of the JCPOA and lay the groundwork for Iran’s return to performance of its JCPOA commitments,” the State Department said in a notice to Congress that announced the move.

“It is also designed to serve U.S. nonproliferation and nuclear safety interests and constrain Iran’s nuclear activities,” the department said. “It is being issued as a matter of policy discretion with these objectives in mind, and not pursuant to a commitment or as part of a quid pro quo. We are focused on working with partners and allies to counter the full range of threats that Iran poses.”

A copy of the State Department notice and the actual waivers signed by Blinken were obtained by The Associated Press.

FILE – The nuclear water reactor of Arak, south of Tehran, Iran, is seen in a handout picture released by Iran’s Atomic Energy Organization.

The waivers permit foreign countries and companies to work on civilian projects at Iran’s Bushehr nuclear power station, its Arak heavy water plant and the Tehran Research Reactor. Former Secretary of State Mike Pompeo had revoked the waivers in May 2020, accusing Iran of “nuclear extortion” for continuing and expanding work at the sites.

Not a ‘concession’

Critics of the nuclear deal who lobbied Trump to withdraw from it protested, arguing that even if the Biden administration wants to return to the 2015 deal it should at least demand some concessions from Iran before up front granting it sanctions relief.

“From a negotiating perspective, they look desperate: we’ll waive sanctions before we even have a deal, just say yes to anything!” said Rich Goldberg, a vocal deal opponent who is a senior adviser to the hawkish Foundation for Defense of Democracies.

One senior State Department official familiar with the waivers maintained that the move is not a “concession” to Iran and was being taken “in our vital national interest as well as the interest of the region and the world.” The official was not authorized to discuss the matter publicly and spoke on condition of anonymity.

Since January 2, when 23 bodies of alleged dissidents were found in various municipalities of Araucathey have not had a single day of peace there.

This beginning of the year has been one of the most violent in recent times in the department due to a war between the FARC dissidents and the guerrilla The n. This confrontation even has four of the seven municipalities under curfew.

(In context: What is behind the attacks of the Eln and the dissidences to the Public Force)

Among the latest acts of violence is the murder this Thursday of a soldier, soldier Edilson Yovany Roncancio, who died after being the victim of an explosive device in Fortul. Two other soldiers were injured in this act attributed to the ELN. Also, on Wednesday night he was murdered Herman Naranjo Quintero, a communal leader who had been kidnapped the day before.

That same night, the FARC dissidents kidnapped five workers from the Tecnioriente company in Arauquita, who were released this Thursday.

Everyone would like the armed actors of the groups in confrontation to sit down at a table and, as has happened on other occasions, to come to an agreement on their differences.

According to the authorities, 66 people have been murdered there so far this year, including several social leaders. Three in the last week.

(Also: The escalation of violence threatens the political campaign)

This has caused fear in the population, who denounced that before the authorities decreed a curfew in Tame, Saravena, Arauquita and Fortul, the illegals had already filed one and after 6 in the afternoon no one walked through these towns.

Faced with this, the community has come together and has taken to the streets to ask the illegals to get them out of their war. But the violence does not stop and many, out of fear, have been displaced.

figures of the Ombudsman They point out that 1,284 people out of 424 have left their homes, either from rural areas to urban centers or other municipalities. There are those who have fled to other departments such as Norte de Santander and Casanare.

(Also read: Social leader and his wife murdered in Arauca had no threats)

Among the displaced are 51 former FARC guerrillas, who were advancing their reincorporation process in this territory, but are at risk because the armed groups want to recruit them.

This scenario has generated concern among human rights defenders in the country, as well as in entities such as the United Nations Organization (UN), which asked the State two weeks ago to strengthen its comprehensive presence.

The International Committee of the Red Cross (ICRC), for its part, sees the humanitarian situation in Arauca as worrying. This organization, which has had an office in Saravena for 30 years, issued a statement to guarantee the rights of the communities.

(You may be interested in: Herman Naranjo, kidnapped community leader in Arauca, is assassinated)

“We call on all armed actors to respect humanitarian norms and take precautionary measures to protect the population and civilian objects from the effects of hostilities. It is important to guarantee the life and integrity of civilians and preserve community spaces,” said Nicolás Ferminet, head of the ICRC office in Saravena.

The Catholic Church, which since the beginning of the year has called for peace in this region, calling on the illegals not to affect the civilian population, as well as the State to make an integral presence, also spoke in the last hours .

This Thursday it was learned that Father Darío Echeverri, general secretary of the National Conciliation Commission of the Episcopal Conference of Colombia, met a few weeks ago with leaders of Arauca, who told him that they are afraid.

“Everyone would like the armed actors of the groups in confrontation to sit at a table and, just as has happened on other occasions, to be able to agree on their differences and solve their problems. That is the first thing, the constant of all those present”, said Echeverri.
