Sousse, a town of Cundinamarca which has no more than 12,000 inhabitants, will today become the first municipality where a revocation of mandate in the current period of mayors and governors.

There are 5,205 people empowered to decide whether Ximena Ballesteros Castillo, from the Democratic Center, leaves office. For this to happen, a minimum of 1,504 people must participate in the day – 40 percent of the voters when the president was elected, according to the threshold established by law – and 753 votes are needed to revoke the mandate, which is the majority.

It will be voted after 13 months of having begun and it is the first of 121 that have been filed since January 2021 that reaches the polls. Of these, 29 have been dismissed, have not reached the required signatures or their promoters have decided to step aside, 90 are moving forward and two are ready to vote, today and Cúcuta, which still has no date and has been postponed twice.

Although the initiatives are valid within democracy, they are a wearing figure, analysts have pointed out, since they consider that this implies being in a constant campaign. In addition, some analysts have described it as ineffective and give as an example that since the figure was born in our country, only one president has been revoked.

It is so exhausting that it can take up to 13 months to process in a small town with around 12,000 inhabitants. Although it should be noted that the covid-19 pandemic it delayed the initiatives and signatures could not be collected for several months, which caused it to merge with the election year.

The process has several bottlenecks that can lengthen the process and even cause it to crash. The first, analysts have explained, is that obtaining 30 percent of signatures on the electoral roll to recall the president is not complex and many committees do not reach the necessary support. This happened in Cali and Manizales, where they did not have the support and the recalls sank.

Added to this are the inconveniences of certifying signatures. Once it is collected, its validity is verified, but many turn out to be invalid, either due to impersonation, because the document numbers do not match or because people who do not have their ID registered in said municipality signed. An example is the case of Medellín, where around 300,000 were collected to revoke Daniel Quintero, but more than half were declared invalid.

Additionally, if the previous procedures are passed, the certification of the resources comes. The National Electoral Council (CNE) evaluates if the ceilings were violated and that there is no irregular financing. This step, although it seems simple, is key and several have fallen for this, such as Enrique Penalosawhen he was mayor of Bogotá between 2016 and 2019, which collapsed due to possible irregularities in resources.

And at the same time as the previous steps, the leaders resort to judicial actions that are legal, but they hinder the normality of the initiative and with this they can save time, taking into account that by law they can only be carried out during the second and third mandate period.

In fact, Quintero has filed several complaints so that the firms are reviewed again – they have already been certified three times – and has presented evidence of irregular financing. That is why today he dares to say that the recall against him “is dead”.

And if the previous steps are overcome, the greatest challenge follows, summoning 40 percent of the people who participated on election day to the polls, and this, experts say, is the most complex. “It is very difficult because it is an ordinary election and it is complex to summon a large number of citizens,” explained Yann Basset, from the Universidad del Rosario and analyst of elections and territorial dynamics of the vote.

However, he adds that it cannot be an easy process, since it has to be guaranteed that if a mayor is revoked, after a majority elected him, it is because he is not doing his job well and it is not about political interests.

How much would they cost?

If the more than 90 revocations that are in force reach the polls, the State will have to pay around 430,000 million pesos, according to the Registry, to carry out the voting days. This is another drawback that processes could have.

According to the budget Colombia by 2022the Registry it has 2.1 billion for the elections, its operation and the two recalls ready to vote. But there is not the money to pay for the others, if they prosper.

about this situation, and they explained that, effectively, there are only the resources for those who are already approved to vote, but this does not mean that the budget cannot be taken out to develop the initiatives that are advancing. “At the time, and together with the Registry, we will review the budgetary movements that are necessary for this purpose and we will also look at the relevance or not of such resources,” they reported.

This indicates that there is no fixed budget for revocations because it is something that has not yet been defined. Elections may be called or processes may die. However, as the Registry requests the resources, that request will be reviewed and each case will be analyzed to obtain the money.

There are several recent antecedents in which there were differences on the financing of the sessions. One of them happened in 2017, when the Ministry of Finance refused to finance a vote for the recall of the mayor of Sogamoso, Boyacá. Finally, the Ministry transferred the resources, but this delayed the vote for 10 months.

Professor David Roll Vélez, professor at the Department of Political Science of the National University and director of the research group UN-Partidos, assured that situations such as the one mentioned above can generate mistrust among citizens in these democratic initiatives.

“While we think about what is going to be done in the recall elections, because an electoral reform must be carried out, we have to rethink whether the recall continues or not, and if it continues, how to make it continue well, so that it works better. Meanwhile, we must try to ensure that the processes that take place are not going to be truncated by gaps like this one – messes with resources – or by another series of instruments so that it is turned off from the beginning or has an obstacle that is not the will of the citizens”, commented the expert. And he ruled that “while it is there, we must find the formula so that citizens do not think it is a dead letter.”

Basset comments that the value of these cannot be an aspect to question their legitimacy. “The cost argument cannot be a reason to delegitimize these mechanisms, they correspond to political rights that are in the Constitution,” argued the teacher. That is why he considers it necessary that in this type of process there is not a deployment of tables and positions as if it were an ordinary election. “Not everyone has to participate in a citizen participation mechanism, the Registry should invent a light deployment for that with few posts,” explained the academic.

Some analysts have pointed out that there will not be many recalls that reach the polls, since they would fall due to lack of time.

This is because carrying this out in 10 months can be complex due to the obstacles and legal actions that the leaders can put in place so that the law clarifies alleged irregularities. And the same promoters can give up, seeing that the process does not advance.

The truth is that these initiatives are stalled today and it can be complex for the Registry, bearing in mind that we are in an election year. But there is a factor that led to this damming: the pandemic. Without a pandemic, many could have been evacuated last year and today we would not be voting on the first recall campaign for the Congress and Presidencyas some have been used for electoral purposes.

A report from the Colombian Caribbean Education Observatory (OECC), from the Universidad del Norte, found serious shortcomings among students from Barranquilla and the Atlantic time to learn english.

According to the report, they found that more than 91 percent of the students of the District, Soledad, Malambo and the non-certified municipalities of the department do not reach an adequate level of English proficiency (B1 or higher).

This was one of the conclusions reached by the Observatory, after analyzing the results obtained by students from the official schools of the Atlantic, in the tests Saber 11 2020 – 2021.

This time, he emphasized knowing the Average Global Score (PGP) and the performance in the Critical Reading and English competencies, as explained by the OECC coordinator, Jorge Valencia, to EL TIEMPO.

“From the point of view of the curriculum, given the hours invested in foreign language during basic and secondary education, it would be expected that students at the end of this study would reach at least an intermediate or adequate level. We have noticed that a very important proportion of the students is not even reaching a beginner level, that is, they would not be able to communicate at any level in English”, said Valencia.

Authorities seek to bring the program to 121 official schools in 2022.

Compared to 2019, the results have worsened. If we are talking about 90 percent levels, it is very likely that those levels will continue to hold.

According to the Observatory’s calculations, only in Barranquilla, 9 percent obtained a B1 level, 6 percent of students from Soledad also achieved it, in the non-certified municipalities of the Atlantic it was 2 percent and 1 percent in Malambo.

Valencia indicated that, in the face of these cases, the different public administrations have tried to intervene by carrying out specific projects, in which the workload of this area is complemented, but it would not be working.

“Compared to 2019, the results have worsened. If we are talking about levels of 90 percent, it is very likely that these levels will continue to be maintained as long as no interventions are made. If one compares the results before and after the pandemic in the private sector, those students were able to improve the indicator. On the contrary, students from public schools deteriorated, that is, that gap widened”, said the coordinator.

For this reason, he pointed out that the suspension of face-to-face classes The pandemic also considerably affected students in the official sector, who somehow saw these indicators decrease in terms of their learning.

The OECC recommendations

One of the measures that the Observatory recommends to execute, with positive experiences already verified, is make direct intervention of students starting at an early age.

“That implies then that the infrastructure is needed, the provisions that are required to give a good teaching-learning process in the language,” said Jorge Valencia.

To this action was added the teacher trainingfunded by the State, to ensure that teachers master the language and that schools commit to generating experiences within the curriculum that allow students to experience English naturally.

The actions of the Secretary of District Education

Precisely in the face of these low competencies in English, the District of Barranquilla proposes as a solution the ‘I’m Bilingual’ programwhich has been implemented by the Ministry of Education since 2020 in the city.

It has the purpose of strengthening the teaching and learning of English as a foreign language in teachers and students of the city’s district schools, as well as implementing strategies, according to a spokesperson.

In this 2022, ‘Soy Bilingüe’ will reach 121 official schools, taking on the challenge of providing opportunities for access and effective interaction with the English language to children and young people from the transition grade to secondary education.

Within the framework of this program, the Secretariat reported the delivery of more than 80,000 teaching resources for the 154 educational institutions, of which more than 18,400 correspond to readings.

The strategy of the Government of the Atlantic

For its part, the Government of Atlántico, through the Ministry of Education, told this outlet that the results in English performance levels of the Saber 11 test for the department showed improvement from 2020 to 2021, achieving decrease the percentage of students ranked in the lowest A- level, from 73 percent to 69 percent.

“The Departmental Education Secretariat has been implementing the ‘Atlántico, you got this!’ Bilingualism Program, which has defined its strategic axes in line with those proposed by the Ministry of National Education,” said this agency.

One of these axes corresponds to accompaniment of teachers in strategies for teaching English, the other axis is the development of the ‘Tico Travels Atlántico’ strategy, which consists of the design of digital educational material and a series of live meetings, promoting learning and active participation.

While the last axis is the identification, promotion, visibility and encouragement of leading teachers and/or schools in significant experiences in the teaching and learning processes, with

the participation of expert guests. In addition, they have created spaces, such as bilingual weeks.

This is how the academic authorities bet on the adoption of English as a second language in the classroom and that these strategies are reflected in the future in the indicators that today ‘crack’ young people.

With our 7,500 police officers, 2,500 horses and 1,260 canines, we will continue working for rural security.

The Directorate of Carabineros and Rural Security of the National Police presents a balance on the operational results within the framework of the Integrated Rural Security System (SISER), where we seek to guarantee the protection of natural resources and rural security in consolidation areas, parks natural areas, reserve areas and productive zones.

Guaranteeing rural security implies adopting new intervention models that guarantee promptness in response to the needs of the peasants; In this sense, the Directorate of Police implemented thirteen Police Squads in eight departments of the country, alternating their mobility between horses and motorcycles; This strategy has made it possible to decisively counteract the crimes that most affect rural security.

In the year 2021, we have worked jointly with local and national authorities to guarantee citizen tranquility and coexistence throughout the country, which is why to date we have captured more than 1,380 people for different crimes, 196 weapons have been seized of fire, 12,096 kilograms of narcotics and recovered 7,379 head of cattle, attacking the main crimes that destroy the environment and threaten the life and property of rural families.

According to official data for 2020, Colombia registered a total of 171,685 hectares of deforested forest, due to causes mainly associated with extensive cattle ranching, cultivation of crops for illicit use and illicit mining, of this total it is estimated that 63.7% ( 109,478 hectares) are concentrated in the Amazon region, mainly in the departments of Meta, Caquetá, Guaviare and Putumayo.

The protection of the environment and natural resources is one of the pillars of our Management, in this sense, we have made enormous efforts to care for the country’s water, soil and biodiversity, aware that caring for the environment guarantees our survival as human species, in this regard, 65 operations and 13 phases of the Artemisa military and police campaign have been carried out, which have allowed us to seize 3,261 specimens of wild species including birds, mammals and reptiles, in addition to 33,585 packages of various species of fauna and 9,657 cubic meters of wood, species that, when separated from their natural habitat, unbalance ecosystems and contribute to the extinction of species of wild flora and fauna. In this same sense, it is important to mention that due to these actions against the environment, 416 people have been captured so far this year.

Currently, 18 people have been identified within the most wanted cartel who would have arrest warrants against them for crimes of environmental impact associated with invasion of areas of special ecological importance, damage to natural resources, fire, among others. Likewise, aliases Gentil Duarte, Iván Mordisco and Jhon 40 leaders of the GAO-r were formally charged as allegedly responsible for promoting crimes of environmental impact against the Colombian Amazon.

Within the framework of the National Strategy Against Illicit Mining, 1,321 people have been captured, in the same way 3,764 illegal mines have been intervened, where 218 backhoes, 318 dredgers and 1,423 engines were destroyed and seized, added to these results the seizure is praised 190 kilograms of mercury, the most harmful chemical input for the environment, which is used in the illicit exploitation of minerals.

According to data collected on the ground, the 272 backhoes could have deforested 1,372 hectares of forest nationwide, these hectares could absorb more than 33,900 tons of carbon dioxide per year, likewise, the 190 kg of seized mercury could reach contaminate 95 million cubic meters of water.

Bearing in mind that the seizure of hydrocarbons not only undermines the nation’s patrimony, but also destroys the natural resources of our country, the Directorate of Carabineros has made enormous efforts with the capture of 340 people for this crime, as well as the seizure of nearly 11 million gallons of hydrocarbons of different types and the destruction of 78 illegal refineries.

In the execution of the Land Restitution Strategy, 1,680 people have benefited from the delivery of 976 properties in 8,267 accompaniments, which comprise more than 96,600 hectares that were returned to their owners, in 26 departments of the national territory, with which we reaffirm the commitment to the rural communities that saw their rights over the possession of their properties, which in most cases is the only patrimony and family sustenance, harmed.

With our 2,500 horses and 1,260 canines, together with the more than 7,500 police officers who are part of the specialty, we will continue working to improve the provision of police services, in this sense, we are committed to the process of institutional transformation by redesigning our structure, to reach 93.6% of the country’s rural territory and the more than 11 million Colombians who live there with a higher and better quality of service, more than enough reason to continue working for these rural communities, where, thanks to international support, we have delivered three works of community interest that benefit more than 4,500 people in the municipalities of Tarazá, El Bagre, Florencia, La Montañita and Valle del Guamuez.

In the technological aspect, we created the Information System of the Directorate of Police (SIDCAR), together with the Colombian Federation of Cattlemen (FEDEGAN), this technological tool is framed in the Comprehensive Transformation Process of our institution and is part of the Program of Livestock Security, a strategy that will strengthen the police service in rural areas, especially on farms dedicated to cattle ranching. This system will allow ranchers, through the FEDEGAN page, to inform the Integrated Information Center for Rural Security (CI2SR) of any fact or situation of insecurity, in order to deploy the police service for verification. It is important to clarify that this system does not replace the criminal complaint about criminal acts.

The Carabineros are ready to continue providing the police service from the Island of San Andrés to the Amazon, with the camaraderie, integrity and bravery ready to guarantee citizen security, especially in rural areas, protect the environment and safeguard the heritage of the nation and civil society.

Captured alias “tuto” for the crime of rebellion.

Through intelligence work in the municipality of Pailitas, the capture of alias “tuto”, 28 years old, in charge of carrying out extortion of ranchers and merchants in the southern region of the department of Cesar, was achieved, as he also carried out criminal intelligence against the public force, this subject is required by means of an arrest warrant issued on 08/12/2021, for the crime of Rebellion and Terrorism, issued by the Second Municipal Criminal Court with Guarantee Control Functions of Valledupar ( Cease).

It is noteworthy that the person captured above was one of the participants in the occupation of the La Vega substation on July 2016. In the same way, images and videos alluding to the ELN were found on his mobile equipment.

Due to the foregoing, they are made aware of the rights they have as a detained person, later they are left at the disposal of the requesting authority for the crime of rebellion and terrorism.
