Martín Elías: driver Armando Quintero narrated how the accident happened – Other Cities – Colombia

Armando Quintero, who was the driver of the late vallenato artist Martín Elías and who was driving the van in which the singer had an accident, referred to the judicial process that was brought against him and recalled what happened the day of the accident in which Díaz died.

Martín Elías Díaz, son of the singer Diomedes Díaz, died on April 14, 2017 on the San Onofre-Lórica road, after a presentation made together with his band.

The van in which the artist was traveling suffered an accident and, later, he died in a care center.

This week, almost five years after the accident, a judge sentenced Armando Quintero, driver of the van in which Díaz was traveling, to 32 months in house arrest and a fine of 26.66 monthly minimum wages, for considering that the excess of speed caused the death of the singer.

“After hypotheses and hypotheses, the judge determined that the true cause of the death of the Vallenato artist corresponds to speeding. The truck was going at 157 km/h, when on that road what corresponds is 50 km/h”, said Óscar Sierra, the representative of the victim’s family, to EL TIEMPO.Armando Quintero broke the silence and spoke about what happened on April 14 and what he experienced after the accident.

Quintero spoke with the program ‘Good day Colombia’, on the RCN channel, and said that before working with Martín Elías, he was working for Sergio Luis Rodríguez, the accordion player who worked with Peter Manjarres and Jorge Celedón.

Some time later, he received a call from a member of Martín’s team to offer him to be the artist’s driver.

Regarding the accident, Quintero said that they were in Cartagena, since the artist and his family were resting for Holy Week. Then, they left for a concert in Coveñas.

“We were in Cartagena because Martín and his family were on vacation. That day we went out to Bocagrande to eat and then we went to bed. You had to leave at 1:40 am for Coveñas”, he counted.

According to Quintero, Martín sang around 6 am on April 14 and, when he finished his presentation, he got into the truck and received a call from his wife. They started again bound for Cartagena.

“I was following Rolando Ochoa’s truck at a normal speed and Martín told me to pick up the pace. I overtook Rolando and later I got out to relieve myself and in the meantime, Martín was changing his clothes”, he told ‘Good day Colombia’.

This is how the vehicle in which Martín Elías had an accident remained.

When they started up again, a motorcycle got in the way: “The motorcycle goes in front of me to one side and the other, I go the other way to pass by the side of the motorcycle and when we overtake, the motorcycle comes against the truck” .

Quintero pulled the car to the opposite side, but said that the artist also pulled the steering wheel of the car. That’s when he lost control and the accident happened.

“When Martín throws the rudder at me, the truck leaves from the left side (…) when I straighten up, the tire takes the hole and the truck stops from back to front,” he narrated.

The vehicle turned around several times and the artist was expelled from the truck, since he did not have a seat belt.

According to Quintero, the vallenato singer never wore a seat belt, Therefore, according to him, it is not true that Díaz had removed his belt to change his clothes, as some versions of the event indicated.

Martín Elías Díaz, Vallenato singer, remembered for songs such as The Earthquake, The Whip and Ten Reasons to Love You.

“Martín never used the belt, he only put it on once and it was because he was going to sleep. When he was awake he always went without it”, he said, as quoted by ‘RCN’.

Who was the driver of Martín Elías Díaz said that he has not had quiet nights again and affirmed that the departure of a good human being such as the artist has always hurt him.

In addition, he stated that his lawyer will appeal the sentence that sentenced him to 32 months in prison and that he does not have the money to pay the economic penalty that was imposed on him.

Daniel Quintero requested precautionary measures before the IACHR for threats - Medellín - Colombia

As he had announced, the mayor of Medellín, Daniel Quintero Calle, visited the Inter-American Commission on Human Rights (IACHR) in Washington to request precautionary measures to protect his life and that of his family, and his political rights.

During the visit, the president met with Joel Hernández García, commissioner of the IACHR and rapporteur for Colombia; María Claudia Pulido, Deputy Executive Secretary of the IACHR; and Fernanda dos Anjos, coordinator of the Precautionary Measures Section.

“As everyone knows, the demands and complaints that we have made about Hidroituango have put my life and that of my family at serious risk. Parallel, the mayor requested that his political rights and freedom of expression be protected in the recall process that he is currently facing and which coincides temporarily with the legislative elections in the country, for which the Colombian State must guarantee balance in its decisions in administrative or judicial processes.

In this regard, it also argued that the Colombian State has not complied with what was stated by the Inter-American Court of Human Rights that no administrative authority can prevent the defense of a democratically elected authority, which states that it has not complied with the sentence of the same IACHR in July 2020 in the case of Gustavo Petro and that requires taking legal measures to prevent the repetition of violations of political rights.

On this last point, this newspaper consulted the professor at the University of Antioquia, Alejandro Gómez Restrepo, a specialist in human rights issues, and explained that the mayor of Medellín could indeed request a precautionary measure (it is requested when there is an imminent risk or a violation of a human right) before the commission for his personal security with a technical document that is raised through a system, through a web page, but he could not do the same for the revocation process because, in simple words, this has not happened, that is, the citizenry has not voted whether or not to continue in office.

Under this scenario, as the professor explained, the revocation could not be paused because for a precautionary measure to operate, three elements are required: urgency, necessity and irreparable damage.

“As long as the recall does not occur, we are neither in a state of emergency, nor need, nor irreparable damage. If eventually the revocation dismisses him, he could file an individual petition but he would have to first exhaust the internal resources (for example guardianships)”, explained the teacher.

The mayor of Medellín, Daniel Quintero Calle, presented this Thursday during a press conference evidence in which it is allegedly shown that the Recall Committee violated the ceilings for financing the campaign and, apparently,used resources from the support unit of Councilman Julio González Villa.

Quintero indicated that he is not concerned that the electoral authority will endorse the signatures again, since he has already presented this evidence for the possible use of public resources before the National Electoral Council, the Attorney General’s Office and the Comptroller’s Office.

After reviewing, for the third time, the signatures of citizens who are in favor of calling an election that defines whether or not the mayor of Medellín, Daniel Quintero, continues in office, the Registrar reported this Monday that 132,547 are valid.

Despite the fact that the local president insists that more than 30,000 are fraudulent, for which he has instituted several legal actions, the electoral authority in this new review only found irregularities in 361.

Now, if no new legal actions are filed by the president or groups of citizens so that the rubrics are reviewed again, the National Electoral Council (CNE) is expected to certify the resources of the committee behind the revocation to summon an election.

Currently, the CNE is carrying out a process to determine whether there were irregularities in the financing of the collection of signatures and whether the limits established by law were violated.

If there are no irregularities, a voting day will be called to determine if Quintero remains in office. But if they find that the law was indeed violated and the financing ceilings were exceeded, the recall will fall and the president will finish his term.

The mayor, for his part, generated controversy last week when he assured that the recall was dead. However, this is not true and this process can still be carried out, as there are nine and a half months left to do so.

However, it is true that the times for this are quite tight and it is being combined with the campaign for the Presidency and the Congress of the Republic.

It is important to clarify that if the recall vote has not been held before December 31 of this year, it will no longer be possible, since by law these processes can only be carried out during the second and third year of the mandate.

The National Registrar of Civil Status, Alexander Vega Rocha, who was in Antioch for the installation of the Departmental Table of Electoral Guarantees, he referred to the process of recall of the mayor of Medellín, Daniel Quintero.

In the regional media Teleantioquia, Rocha explained that the Registrar’s Office has already endorsed the signatures sent by the recall committee, but that, given the tutelage filed by Quintero, the process is under review of their technical debate.

In a letter, 133 cultural leaders, citizens and politicians from Medellin expressed their disagreement with the mayor of that city, Daniel Quintero. “Medellin deserves another mayor”, is the title of the letter, in which the signatories say that the local president has

The signatories also point out that Quintero is not “progressive” or “independent.” They affirm that he had the opportunity to “go down in the history of Medellin as a good mayor” for having obtained the highest vote in the history there and for the possibility – already wasted, they say – of “continuing and improving the main programs and projects that Medellín has managed to achieve because it has a solid institutional framework”.

Another of the points that they reject is the “political management” of: Public Companies of Medellin, the Good Start program, INDER, Metroparks and the Botanical Garden. Additionally, they criticize him for “confronting private companies (…) by classifying them as mafia” in order, as they say, “to open space for some of these companies to be bought by foreign capital.”

Added to the above are criticisms of the management of garbage collection and the reduction of the budget of the Ministry of Culture.

Finally, those who signed the letter conclude that in the city “the deterioration in the quality of life is evident, further aggravated by the pandemic. But the path chosen by Quintero does not lead us to assume, confront or resolve these problems and needs. Quite the opposite: their way of governing puts us at high risk as a city and as a society”.

Daniel Quintero: Citizen Perception Survey 2021 - Medellín - Colombia

It’s not a good time he’s going through Medellin. to the ravages caused by the coronavirus, In addition, the citizens of the capital of Antioquia are constantly bombarded by two very marked speeches in which each side, in its own way, seeks to “save Medellín.”

However, despite this, citizen pride remains. And that pride, precisely, is something that continues to be seen over the years and is a key aspect to start looking for a way out of the division that is seen in the city.

This was one of the conclusions left by the discussion held after the socialization of the results of the 2021 Citizen Perception Survey (EPC), carried out by Medellin How Are We Going (MCV)a private program between several institutions and that is part of the How We Are Network of cities in the country.

One of the relevant results was about the image and management of Mayor Daniel Quintero.

According to the survey, 93% of those surveyed know Quintero and 54% have a favorable opinion of him. In terms of confidence, the local president obtained 34%. Since the question on trust in the Mayor was not included in 2020, there is no way to compare this percentage with the year prior to the survey.

Finally, in terms of good management, while in 2020 Quintero had 60%, for the following year it fell to 33% among those surveyed.

The results of last year’s measurement were announced on the morning of this Friday, February 4, and, according to the file, the objective of this is “to know the opinion of citizens about the direction of things in the city and indicators key that allow to measure the levels of satisfaction with critical aspects of the quality of life”.

Among what was found in the measurement, there is a similarity in some indicators compared to what was expressed by citizens in previous years, such as citizen pride and satisfaction with the city as a place to livewhich had indicators of more than 80 percent.

But, in a year marked by the aftermath of the covid-19 pandemic, economic-based indicators were the most affected in the survey.

This is the case of poverty, where 31 percent of those surveyed consider themselves poor, with the Eastern Central and Northeastern areas reporting the highest responses on this topic, with 44 and 37 percent, respectively. It is striking that this figure increased 9 points compared to that of 2020.

Also in this item, 54 percent said that their income is enough to cover the minimum expenses, while 35 percent said that it is not enough to do so.

The Northeastern zone once again scored the painful ranking where there are more people who said that they have not been able to eat three times a day for the last four weeks, at the time of the survey.

While the total in the city was 22 percent, in this area it was 42 percent, which is equivalent to as if 4 out of 10 people would not have had all three meals.

“That is the main problem in this city, which has very serious expressions around the issues of food insecurity. And the municipality is not in a fiscal scenario that prevents it from prioritizing resources so that these problems are resolved,” said Luis Fernando Agudelo, director of Medellín How We Are Going.

The positive

One of the aspects that improved in the last survey has to do with the people’s satisfaction with education received by children and young people, which increased between 2020 and 2021, going from 79 to 86 percent, respectively.

Satisfaction with health services also increased, going from 68 to 79 percent, in the last two years.

“Citizens perceive that the city is doing well in terms of education, which we believe is due to the return to attendance. In health and vaccination issues, we find very important elements of the pride that citizens feel in these services,” added Agudelo.

Security was another aspect that showed a positive perception, since 52 percent of those surveyed said they felt safe in the city, a percentage that had not looked this high for 10 years.

Among what did not improve, according to the survey, it has to do with citizen optimism. Only 45 percent of Medellin residents stated that things in the city were on the right track, which according to MCV “is the lowest level of optimism in the 16 years that the Survey has been carried out.”

Regarding satisfaction with the way in which the mayor’s office invests resources, the report revealed that it decreased from 63 to 36 percent between 2020 and 2021.

Between that time, the perception of good management of the mayor went from 60 to 33 percent, favorability went from 74 to 54 percent, and trust registered 34 percent in 2021, revealed MCV.

“Citizens expect public officials to help them solve their daily problems, but what they are witnessing is a permanent conversation that divides and polarizes with an anti-business discourse. To continue doing that, what he does is send a complex message to the entrepreneurs and the inhabitants, which has repercussions on trust”, affirmed Laura Gallego, vice president of Proantioquia.

The issue of employment was another aspect that showed a perception of citizen dissatisfaction, since while in 2020 35 percent of those surveyed disagreed that it was easy to get a job in Medellin, last year that percentage increased to 59 percent. .

What hasn’t changed

For the citizens surveyed, the key issues that the mayor should pay attention to are: Health (49%), Employment (46%) and Education (43%). The same three who responded in the 2019 survey.

Regarding satisfaction with situations related to the environment, the result of the survey showed that the percentages are similar between 2021 (second year of Daniel Quintero’s mayorship) and 2019 (last year of Federico Gutiérrez’s mayorship).

These situations are: the noise level in the city (21%), the visual pollution of the city (21%), the debris and garbage in the streets (23%), the quality of the air (27%), the quality water, rivers, streams, etc. (3. 4%).

Jenny Giraldo, director of Mujeres Confiar, who was invited to the presentation of the report, reflected on the way in which it is being communicated to citizens.

“In a scenario of loss of confidence, as evidenced in the report, there is a huge challenge because a huge gap is noted. There is a kind of war of narratives around the city in which truths are wanted to be evidenced from different sectors, but there is very little dialogue between those truths, “said Giraldo.

For her, many of the problems that exist in the city are not exclusive to this mayor’s officebut they are an accumulation of things that come from behind and that were aggravated by the pandemic.

The director of Mujeres Confiar pointed out that a conversation must be strengthened to determine what is happening and why, despite the fact that part of the business community highlights the Government-Business relationship, it has not been possible to close the inequality gaps in the cityespecially in the Northeast.

Una vez más, el mediático alcalde de Medellín, Daniel Quintero, ha hecho una declaración de guerra contra los empresarios de la segunda ciudad de Colombia. Sus palabras han provocado un escándalo en el que salió a terciar el presidente Iván Duque. En una entrevista a la revista Semana, Quintero dijo que el Grupo Empresarial Antioqueño (GEA) se asemejaba a los carteles de la mafia.

En una urbe que padeció años de violencia por el cartel de Pablo Escobar, esas declaraciones han generado reacciones políticas enconadas en el arranque de un intenso año electoral, a meses de las elecciones de marzo al Congreso y las presidenciales de mayo. Una de las empresas del GEA, Argos, ha anunciado una denuncia penal por injuria contra el alcalde. Quintero, además, está a las puertas de un proceso de revocatoria a su mandato. Este lunes, la Registraduría avaló las firmas entregadas para solicitarlo por quienes le acusan de llevar a cabo una mala gestión de la ciudad.

El origen de la última polémica de Quintero fueron unas declaraciones en las que también fustigaba al expresidente Álvaro Uribe y al exalcalde y candidato presidencial de centro Sergio Fajardo. A pesar de estar enfrentados, ambos son figuras nacionales con orígenes en Medellín. “Aquí lo que había era unos carteles, unas mafias, donde se sumaban el GEA, el uribismo, el fajardismo, y todos tenían un acuerdo de hacerse pasito y llegó alguien independiente, puso el dedo en la llaga y eso les ha dolido mucho”, le dijo Quintero a la publicación.

Aunque no lo mencionó con nombre propio, el presidente Iván Duque se refirió a la controversia. “El matoneo de políticos a la iniciativa privada, a los emprendedores y a las empresas es propio de los métodos fracasados del Socialismo del Siglo XXI. No a la estigmatización empresarial, ni a las expropiaciones, ni al odio de clases que ha arruinado varios países de la región”, tuiteó el mandatario este lunes. “Los resentidos socialistas y sus colaboradores esconden su corrupción y sus fracasos con descrédito calumnioso a la actividad privada y a defensores de la democracia”, reaccionó previamente el expresidente Uribe, el mentor político de Duque.

Una semana crucial

Medellín vive momentos de suma agitación. Esta semana se conocerá también el resultado de dos ofertas públicas de adquisición (OPA) que lanzó el banquero Jaime Gilinski para tomar el control de los activos más importantes del Grupo Empresarial Antioqueño (GEA), la compañía de alimentación Nutresa y el holding financiero Grupo Sura.

La ofensiva de Gilinski, el segundo empresario más importante de Colombia después del banquero Luis Carlos Sarmiento Angulo, ha tocado también el orgullo regional. El GEA cuenta con 14.000 accionistas, un 40% con una participación por debajo del 2% y entre los minoritarios se encuentran los fondos de pensiones. Pero, además, tras la época del terrorismo vivido bajo Pablo Escobar, se desarrolló en la ciudad una alianza entre empresa, Estado y academia, que aún se mantiene.

Por eso también han dolido las palabras del alcalde, pronunciadas precisamente en la revista que es propiedad de Gilinski. Argos, una de las empresas mencionadas, ha difundido un comunicado en el que señala que las declaraciones de Quintero en medio de la OPA “pueden incidir negativamente en la percepción de los inversionistas nacionales e internacionales al ser falsas y engañosas”. Y anunció acciones legales.

Mientras tanto, artistas, gestores culturales y otras figuras de la ciudad también se han pronunciado a favor del GEA. Varios de ellos hablan de los 125.000 empleos directos que dan estas empresas y otros de la destrucción del capital social durante la administración de Quintero. “La mentira hiere a la ciudad, la dignidad de los medellinenses, desconoce la historia de horror que padecimos y de la que logramos sobreponernos con la suma de esfuerzos, capacidades, liderazgos, recursos, bondad y solidaridad”, dijo también Proantioquia, una alianza público-privada para la generación de empleo en la ciudad.

No es la primera vez que Quintero enfila contra este grupo. Hizo campaña criticando a los empresarios y ha dicho que la junta de Empresas Públicas de Medellín (EPM) tenía intereses que no favorecían a los ciudadanos. Y en agosto del año pasado demandó a los constructores de la represa Hidroituango, pero sin informar a la junta directiva de las EPM, lo que ocasionó la renuncia de todos sus integrantes indignados por considerar que el alcalde se saltaba una histórica tradición de Gobierno corporativo, el sello de una de las empresas más emblemáticas de Colombia.

El alcalde no ha respondido a las críticas ni al mensaje del presidente Iván Duque. Al final de la tarde del lunes, solo se refirió a la revocatoria que podría enfrentar y dijo que la Registraduría no permitió que sus “grafólogos accedieran a las firmas originales”.
