La idea del open banking no es nueva, pero ha ganado fuerza durante los últimos cinco años. Desde el 2007 países de todas las latitudes han avanzado en la creación de un marco jurídico para su operación. Con este avance buscan hacer más competitivo el sector financiero empezando por la banca, potencializar los productos bancarios con mayor transparencia en su oferta y ajustarlos a cada tipo de cliente desde sus necesidades.

El objetivo del open banking o de la banca abierta es darle a los consumidores mayor control sobre sus datos y agregarles valor. De esta manera, los empodera y les brinda autonomía en el manejo de sus datos y la decisión sobre sus productos financieros. La tecnología les permitirá consultar la información personalizada de distintos servicios financieros en una sola plataforma, para así elegir a los mejores proveedores por las condiciones de su oferta.

Por otra parte, el open banking facilita y agiliza el intercambio de información entre todos los tipos de instituciones financieras, a través de interfaces de programación de aplicaciones (APIs, por sus siglas en inglés) con altos estándares de seguridad y respetando la privacidad de los clientes, dinamizando el sector con productos más personalizados competitivos basados en la data de los perfiles de los clientes.

En términos más prácticos, el open banking parte del principio de que los datos pertenecen a las personas titulares de un producto, y genera un espacio común donde habita esta data creciente, que, con previa autorización de sus titulares, pueden acceder todas las instituciones financieras o bancarias que así lo deseen, esto, para conocer mucho mejor a cada cliente y ofrecerle productos ajustados a sus necesidades y capacidades reales de pago, generando una sana y transparente competencia con mejores tasas y términos.

En cuanto a los usuarios, esta práctica beneficia sus bolsillos ya que los productos  bancarios a los que van a tener acceso van a ser creados con mayor información sobre su comportamiento financiero y realidad económica, y de esta manera no van a sobrepasar sus capacidades ni estar fuera de sus necesidades. Ganan los bancos con un mercado más transparente y los clientes con mejores productos.

José Luis López Amador, CEO de Finerio, una compañía mexicana que desarrolla soluciones de open banking en México, Colombia y Chile, asegura que “los mercados donde opera impulsan la competencia entre entidades, y de esta manera suben el nivel en la innovación de los productos, apoya a la inclusión financiera y permite a los usuarios estar más pendientes del uso de sus datos”.

Ante la preocupación por la seguridad de los datos, se toma como referencia el caso del Reino Unido, donde se ha dado una parte importante del debate al respecto y por eso incluyó la implementación de un fuerte protocolo de seguridad para este sistema abierto. Además, en 2017, los nueve bancos más grandes del país iniciaron la estandarización de los datos de las cuentas corrientes y de los productos de banca personal para permitir el acceso a información legible y confiable que dinamice el mercado.

En Colombia el open banking aún no ha sido regulado, pero un proyecto que reposa en las oficinas del Ministerio de Hacienda avanza en ese sentido. En caso de lograr la regulación, Colombia se uniría a México y Chile como los países de vanguardia de la región en banca abierta, además de Brasil donde es el Banco Central quien está al frente de la iniciativa. “Con el open banking, los países con economías altamente informales como las latinoamericanas, lograrán un sistema financiero más sostenible e incluyente, es parte del objetivo”, afirma López Amador.

In Cali you can now stop wearing the mask in open spaces.

The District Secretary of Health, Miyerlandi Torres, reported that 70.4% of vaccination had been reached.

On the same day that the measure of the Ministry of Health to withdraw the use of face masks in open spaces in municipalities that have reached 70 percent of the vaccination with two doses, Cali reached 70.4 percent.

It should be remembered that Cali was from one of the country’s large cities that had not reached 70 percent vaccination last week when the Ministry of Health announced the measure.

President Iván Duque announced that according to the recommendations of the Epidemiological Committee, the use of face masks in public spaces is eliminated in those municipalities where 70% of the National Vaccination Plan against covid-19 has been exceeded.

“We want to inform you that, after analysis with the Ministry of Health, the Epidemiological Committee, we decided that in the municipalities and cities of the country that have exceeded 70% of the population with a complete vaccination schedule, the measure of the use of the face mask in public spaces”, explained the president.

According to the latest report on coronavirus infections, there was a significant decrease from 2,910 cases to 2,174. Situation that adds to the progress of the vaccination days that are taking place throughout the national territory, where more than 8 million booster doses have already been applied, and which opened the door for the National Government to continue to relax measures against the pandemic.

The dissident Chinese architect behind the Beijing stadium hosting Friday’s opening ceremony of the Winter Games has scoffed at the head of the U.N. health agency, saying China should award him “a gold medal” for not asking hard questions about its handling of the COVID-19 pandemic.

Ai Weiwei, possibly China’s best-known dissident, aired criticism of Beijing’s human rights record and response to the pandemic, in an interview with The Associated Press on Friday, in which he also took aim at World Health Organization Director-General Tedros Adhanom Ghebreyesus. Ai also accused governments of showing too much deference to China for business or political interests.

He chuckled derisively after hearing that Tedros had posted a photo on Twitter showing himself in a red-and-white “Beijing 2022” winter track suit and matching wool cap as he carried the Olympic flame during the torch relay in China.

“My God. He should get a gold medal from China because he never asked the right question,” Ai said in a video conversation. “Where is his conscience, this guy? You know, all those people who are supposed to defend the human health and give the right information, but never ask the right question and (are) always on the side of the propaganda.”

“They’re so ridiculous.”

Under Tedros, the WHO came in for severe criticism from then U.S. President Donald Trump’s administration in 2020 for its alleged missteps and excessive deference to, and praise for, China when the COVID-19 pandemic first appeared in the city of Wuhan some two years ago.

Tedros, in his tweet on Friday, wrote that he was “humbled” to participate in the torch relay.

“The Olympic Games are about hope & I wish for this flame to bring hope to people around the world that we can end #COVID19 together,” he wrote, while thanking the IOC president for the invitation.

Above all, Ai highlighted the Chinese government’s poor human rights record, saying hopes that it might have improved since Beijing hosted the 2008 Summer Games have gone unfulfilled.

“I think it’s really, really unbelievable after 14 years of this — this game, same game — we turn to the same country, a country (that has) not developed an inch towards better human rights and the better freedom of speech conditions, but rather become very arrogant,” Ai said.

He said the Chinese Communist Party’s government has brainwashed fellow citizens of his homeland who “kind of show their patriotic support for the party,” and said any comments that stray from that on social media like China’s Weibo “will disappear.”

Ai also took aim at the International Olympic Committee, saying the Games means “big business for them.” He said the IOC “never protected” human rights and has shown itself to “always defend … whatever China is doing — which is a pity.”

Ai didn’t give a pass to other countries either — both those like Russia, which were represented at the highest official levels, and some Western countries which boycotted the Games or decided to stay away for reasons like COVID-19 concerns. He faulted them for a double standard.

“They very, like, softly say, ‘We are not officially attending.’ For me, that is like a joke,” Ai said. “So the West, the problem is, cannot find a better strategy, but to use that as like a smoke gun to say, ‘O.K., we’re defending those principles.’”

“But in the reality, they are not: They are business as normal,” he added. “Many countries are hypocritical.”

The 2022 Beijing Olympics kick off on Friday. But even before the opening ceremony, these Games face some hurdles. VOA’s Penelope Poulou has more.

The Thai company Minor International, owner of the Spanish hotel chain NH, plans to open 100 hotels in China over the next 5 years, revealed the group’s president, William Heinecke, in an interview with Nikkei Asia.
