“What is going to happen to people who have cancer?” Questions like these that are formulated by patients like Karen Olmos, are the questions asked by citizens affiliated with Coomeva EPS, after the National Superintendence of Health ordered the liquidation.

Given the users’ drama, the EPS settlement agent, Felipe Negret, explained the process that is being carried out with the users.

“They have already received an email that tells them which EPS corresponds to them. From then on, the receiving EPS is the one that is obliged to provide the service, the medicine, the treatment”, Negret clarified.

And in the case of the Compliance Audit, all the resources that were executed in the 2021 term are reviewed, putting the magnifying glass on the contractual and financial administrative operations.

“In the audit that we carried out in 2020, we found more than 7,000 million pesos in fiscal findings and for the year 2021 we found more than 17,000 million pesos,” said Lina María Aldana, Comptroller Delegate for the Health sector.

In this sense, the control body indicated that permanent monitoring will continue to accompany the entire liquidation process, reviewing the execution of the public resource, so as to verify that no patrimonial damage is going to occur.

In a queue since dawn, in the south of Cali, Rodrigo Caicedo waited for a way out of the drama of his wife, who suffers from a progressive brain disorder. For the last year, she has had a hospital at home, but now the couple suffers from uncertainty.

Two weeks ago, when Coomeva EPS came to an end, Caicedo began looking for someone to tell him how to do so that he would not be removed from the care program and would have a nurse, a request that was pending. “I am going to ask that they not unprotect me,” says Caicedo, noting that the procedures are complicated.

It is one of the stories that have been lived by the liquidation of the EPS, adopted by the Superintendence of Health pointing out “the impossibility of correcting the critical financial situation in which it finds itself and as protection of the life and health of its 1.2 million affiliates in 24 departments of the country.”

Although the Ministry maintains that users were transferred to 14 entities, the blow is hard in Valle del Cauca, where there were 400,000 members; of them, 180,000 are in Cali. In the same week, Supersalud intervened in Emssanar EPS, which had 967,946 members in Valle del Cauca.

The Secretary of Health of the Valley, María Cristina Lesmes, says that it is a blow to the public network in the department. Both entities, with more than 3 million users in the country, concentrate a large part of their affiliates in the southwest. Users of the liquidated EPS Coomeva seek guidance at the offices of the Health Secretariats of the Valle del Cauca capital and the department.

That is the case of Gloria Guanene, 61 years old. The woman from Cali aspires not to have to go to more guardianships, as she has been doing for four years, nor to be begging every month for therapies, after a tumor was detected on the right side of her brain. Her abnormal mass pressed against his frontal and temporal lobes.

This patient says that four years ago they removed the tumor from her head, extracting a part of her brain. But she was left with convulsive syndrome. She claims that she has since come on her fight to continue to pay attention. “If they don’t give me the medicine every day, they can give me a seizure”, he says from a wheelchair, as he lost the mobility of his right leg and arm.

Now his new struggle has been to be assigned an appointment at the new EPS that was assigned to him on the website of the Ministry of Health and thus continue with his treatment. “We don’t know whether to be happy with the change or to worry,” says Ximena Marín, whose father, Guillermo Marín, has esophageal cancer. And her father is confined in a clinic in the south of Cali. “In Coomeva they were processing the hospital program at home, but now, with this change, we don’t know what will happen to it.”

The Secretary of Health of Cali, Miyerlandi Torres, explains that in the case of patients with high-cost illnesses, each EPS to which the affiliates who came with Coomeva EPS are being assigned must guarantee that the health-providing institutions (IPS), such as clinics and hospitals, and who were already treating them, do not interrupt care. She points out that this was the commitment of these entities.

It notes that those who had filed guardianship actions, when they were affiliated with Coomeva EPS, must go to the offices of the assigned insurance entities or EPS so that these bodies can initiate the respective procedures and thus provide the required attention in the IPS.

According to the Secretary of Health of the Valley, the loss of Coomeva EPS “is a very serious situation that additionally affects a network of service providers who have lived from this entity, for 26 years, attending to its population”. And he adds that there is a social and economic impact, because 7,900 workers are laid off.

There is concern in the hospital sector of the region for what they consider to be a new risk that the millionaire portfolio accumulated by Coomeva with the hospitals of Antioquia ends up staying without anyone responsible.

In the department there were 223,817 affiliated patients and the debt is estimated at $207,278 million as of June of last year, of which about $150,000 million correspond to non-performing loans.

Although they appear to be two separate problems, they are intertwined, because the same debts caused members to stop receiving health services on time.

Since February 1, the 14 EPS that received Coomeva patients in the country must be providing their health services, which has generated long lines in the capital of Antioquia.

Jilmar Renteria Delgado, coordinator of the Observatory of the Fundamental Right to Health of the Personería de Medellín, indicated that this entity will accompany the distribution of the more than 100,000 members that the EPS has only in Medellín, so that it occurs in a timely manner, after the obstacles they have suffered.

In 2021, from the Personería de Medellín, nearly 2,000 guardianships were established for health issues, of which 135 were to claim services from Coomeva. In turn, this agency of the Public Ministry filed 53 incidents for disobeying the decisions of the judges in the guardianships.

They were themes of death walks because the clinics, many times, due to the high debt they have from Coomeva, if it was not a vital emergency, they did not accept the patient

The main causes of these guardianships were to achieve the recognition of disability licenses, delivery of medicines or supplies, appointments with specialists (orthopedics, ophthalmology and psychiatry) and difficulties in the processes of referring patients to the second or third level of complexity. .

“Patients had to travel to all the municipalities of the Aburrá Valley in order to access care, including some cases from Eastern Antioquia that had to travel from Medellín so that health care could be guaranteed, which seems extremely serious to me. because they could not access a second or third level of care, they were subjects of death walks because the clinics, many times, due to the high debt they have from Coomeva, if it was not a vital emergency, they did not accept the patient”affirmed the official of the Personería.

Watch out for hospitals

As for the 125 public hospital centers in Antioquia, the amount of the debt amounts to around 75,000 million pesos, a value that is part of the 1.1 billion pesos that all EPSs owe these hospitals.

This was pointed out by Luis Alberto Martínez, from the Association of Social Enterprises of the State of Antioquia (AESA), which brings together 115 public hospitals in the department, who reported that there are 51 hospitals in the department at financial risk, so debts like these are harm more.

“Around 300,000 million are owed by EPS that we call them in inactive quotes, some because they are liquidated and others because they are not liquidated, but they left the department, for example Medimás, Saludcoop, Cafesalud, the Preventive Medical Foundation, “said Martínez.

And he added that the decision to liquidate Coomeva was taken late by the Supersalud, taking into account that it was already intervened, it presented financial, behavioral and care indicators for the population that showed its serious problems.

On the patient side, they had to resort to guardianships and the delay in caring for people because Coomeva did not pay in a timely manner, but now the problem has been transferred to the receiving EPS.

“The biggest problems occur in the medium and especially in the high complexity, second and third levels, because there are many treatments there that were in the making, that were pending initiation, cancer patients or those with chronic diseases with high cost,” added Martínez.

La semana pasada se confirmó que la EPS Coomeva finalmente entró en proceso de liquidación por parte de la Superintendencia de Salud, luego de una intervención y controles hace más de cuatro años, ahora, sus usuarios y trabajadores estén en el dilema del traslado.

«Coomeva EPS presenta un deterioro en la situación financiera y presenta fallas muy graves en la prestación de servicios en salud», según el informe de la liquidación.

En los últimos tres años, se interpusieron contra esta entidad, 30.000 tutelas y
193.100 quejas y reclamos por la deficiente prestación especialmente con: niños, mujeres en estado de embarazo y pacientes con enfermedades crónicas y de alto costo.

Es también una de las más sancionadas, con $20.000 millones.

Tenía usuarios en 24 departamentos de Colombia.

Nueva asignación

Ya las Entidades Promotoras de Salud: Nueva EPS, Sura, Sanitas, Salud Total, Coosalud, Famisanar, Compensar, Comfenalco Valle, Cajacopi, Mutual Ser, Comfaoriente, Salud Mía, Aliansalud y Mallamas EPS, están informadas y notificadas del traslado.

Por ello “se recomienda que, con el propósito de facilitar el acceso a los servicios de salud, el afiliado cotizante o cabeza de familia se contacte con la EPS asignada y efectúe la actualización de sus datos básicos y de su grupo familiar”, fue el llamado desde el Ministerio de Salud y Protección Social.

Una vez allí, baja y busca: 

En estos espacios como se indica, ingresa su tipo de identificación y su número de cédula, consulta y ahí aparece cuáles su nueva EPS.

Deberán los usuarios hace seguimiento a sus casos, especialmente aquellos que tenían cirugías y otros tratamientos de urgencia y se vieron interrumpidos por esta decisión.

Si demora en obtener resultados, recuerde que son miles de usuarios intentando ingresar para obtener la misma información. Debe insistir.

Protesta de trabajadores

Este lunes en Cali, protestaron cientos de personas que denuncian, se verán afectados con esta liquidación.

Con este procesoo, «unos 7900 personas nos quedamos sin empleo», indicaron durante la marcha en la ciudad.

«El afiliado cotizante o cabeza de familia debe contactarse con la EPS asignada y efectuar la actualización de sus datos básicos y de su grupo familiar”.

Hasta ahora, no se conoce el plan para los trabajadores.

Mientras, se avanza en la reubición de 1,2 millones de usuarios en el país.
