The Fourth Criminal Judge of Pasto (Nariño) issued an arrest warrant against eight people for being the alleged members of the ‘Cartel de los víveres’. Structure that would be dedicated to stealing food destined for the soldiers of the military units in the southwest of the country.

The Specialized Prosecutor’s Office of Pasto charged them as allegedly responsible, according to their level of participation, for the crimes of aggravated conspiracy to commit a crime and embezzlement by appropriation.

According to the investigation, the eight accused persons would have been committing crimes between July 2018 and November 2021, a period during which they would have continuously stolen and marketed food destined for the military units deployed in Putumayo, Cauca, Nariño and Valle del Cauca.

This food was delivered by the Logistics Agency of the Armed Forces to the Food Storage and Distribution Center (CAD) of Pasto, to supply the brigade and battalion ranches.

However, the public servants charged in this case apparently altered the delivery schedules for said supplies during the periods of 2018, 2019, 2020, and 2021. Likewise, they would have separated the remnants to store them in warehouses and then market them at a lower cost in shops and supermarkets in the municipalities of Pasto and Ipiales.

The investigation established that the stolen food was taken in trucks to supply warehouses very close to the market places of these municipalities, which were identified during search and raid operations where products were found with the seals of the Logistics Agency of the Military Forces.

One of the officials of the Food Storage and Distribution Center in Pasto would have allowed the entry of a person without a work contract who, supposedly, was in charge of reassigning, organizing and dispatching a part of the food products for the military units. In addition, he separated the groceries that were apparently stored in private warehouses.

The Prosecutor’s Office and Judicial Police agents carried out the investigation against this food cartel for Army soldiers for three years, monitoring those involved, individualizing and identifying the members of the criminal structure, raiding warehouses and storage and identification warehouses. of trucks.

The eight defendants were captured in recent days in simultaneous operations carried out by CTI servers, with the support of units of the National Army in the capital of Nariño.

Those sheltered with an insurance measure in a prison establishment are: Ángela Cristina Cárdenas Valencia, José Arcadio Correa Vivas, Rubén Riascos Valladares and Alirio Germán Enríquez, who work as officials of the Southwest Regional Military Forces Logistics Agency in the capital of Nariño .

Individuals Marcela María Solarte Rosero, Gerardo Nicolás Andrade Portilla, Servio Tulio Champutiz Acosta and Cristian Eduardo Aux Osejo were affected with a security measure in place of residence.

9,365 kilometers away, when the pandemic locked down the world, two women from Choco came together for a social initiative that continues to grow. An alliance so that the families of your department with autistic patients find active communication formulas and can share knowledge in the same specialized care space. Haidy Sánchez Mattsson is a psychologist and lives in Umea, called the city of birches, twelve hours by bus from Stockholm (Sweden). Amparo Palacios Mosquera is a social worker who lives in the El Jardín de Quibdó neighborhood.

Haidy Sánchez works at the specialized center Habiliteringscentrum on issues of autism, cognitive disorder or rehabilitation in multiple disabilities. She spent eleven more years at the Elevhansan Institute, in contact with the daily challenges of patient care. She has been in Sweden for two decades where she started a family with a natal doctor, but her parents, her siblings and part of her heart are still in Quibdó, where she was born and raised. On a trip back to the family with a study plan on board, he met Amparo Palacios and an agreement of wills arose for a higher reason.

In 2015, Amparo Palacios, after a long trip between the capital of Chocó and Medellín in search of answers, Yeison, her second son, was finally diagnosed with autism. Without health security or social protection to face her dilemma in the city or in the department, the guide came from Haidy Sánchez. The psychologist was seeking to add a chapter from Chocó to a Sweden-Colombia binational evaluation on the stress that autism generates among families. So they met, exchanged contacts, began to greet each other on WhatsApp. And so, from chat to chat, the union took place.

Currently, Amparo Palacios officiates as the legal representative of the non-profit foundation Fundautismo Chocó, established in the midst of the pandemic to confront the spectrum of autism. And from the other side of the world, closer to the North Pole, Haidy Sánchez works as a relationship worker and coordinator of activities in Colombia. December 19, 2021 was the last day. They have five virtual and two face-to-face in fourteen months. There are already thirty families from Quibdó and Istmina united by a network interested in guidance so that they know what to do. Especially in Chocó, where everything is missing. But Haidy Sánchez and Amparo Palacios are not alone. From Barranquilla, the president of Fundautismo in that city, Mariolis Rojas, has been generous in advice. There are hands that add up, but the reality is harsh. With luck, families with autistic minors will have to wait for the EPS to send them to other cities. Haidy Sánchez and Amparo Palacios try to answer the concerns, while expanding their database to other municipalities of Quibdó. They know that, in addition to the health, economic and educational shortcomings of the majority of Chocó families, in homes with autistic patients everything is more difficult. Scientific studies show that parents or primary caregivers of children or adolescents with autism have high levels of stress. Also for them they trust that Quibdó has a specialized center for common support to patients and protectors.

The investigation began more than a year ago, when the Civil Guard, through its Central Operational Unit (UCO), focused its efforts on the criminal activity of the main ports of our country, given the proliferation of different seizures of cocaine, Many of them follow the same criminal pattern.

In this way, already in April of last year, the Organized Crime Teams (ECOs) of the Central Operational Unit based in Alicante and Pontevedra, prevented the departure of 300 kilograms of cocaine from the Port of Valencia, proceeding to the arrest of 3 people, who, using a vehicle authorized to operate in that port, extracted the described substance from a container, hidden in a container coming from Brazil by the well-known method of “blind hook” or “lost hook”.

Ambitious international police operation.

As a result of this intervention and all the information obtained from it and other previous ones, an ambitious international police operation was launched, with the full involvement of the Civil Guard together with the Brazilian, North American and Belgian authorities, as well as EUROPOL.

In this way, this very week the final phase of this important operation has been carried out, acting simultaneously and in a coordinated manner in Spain and Brazil, for which UCO agents have been transferred to that country, as well as Brazilian agents and EUROPOL have done it to Spain, achieving the total dismantling of the investigated organization.

As far as Spain is concerned, 7 people related to these events have been arrested, 4 of them in the province of Barcelona in 5 searches carried out, 400 kilograms of cocaine having been seized in an industrial warehouse inside a maritime container coming from Brazil and arriving at the port of Barcelona. In addition, as a result of one of the searches, an indoor marijuana plantation with more than 300 plants has been intervened, as well as several high-end vehicles, encrypted mobile phone devices of great interest for research, jewelry and the blocking of more than 20 bank accounts of different companies linked to this criminal group, created to facilitate the importation of drugs and the transfer of money.

Simultaneously, the Brazilian Federal Police, in what they have called operation TURFE and in which agents from the Central Operational Unit transferred to that country for that purpose have participated, have proceeded to carry out 30 house searches, producing in some of them intense exchanges of fire with the police, as well as the arrest of 20 people, among which are several High Value Targets (HVT) for the European agency.
