According to the calculations of the project, which are supported by the PGIRS 2016 of the municipality of Dibulla, 280 tons have the potential to be used through the recycling activity.

The initiative seeks to consolidate an effective solid waste management model to remedy the environmental needs of the Palomino district, in the Dibulla jurisdiction, derived mainly from tourism.

Installing a circular economy model in the community that is sustainable and has an impact on the generation of income for professional recyclers.

“We want coastal communities, whose main economic activity is tourism, to apply sustainable practices through usable waste management models,” says Nicolás Sarria, director of sustainability at Carvajal.

The project links the community in three different ways, one of them is through education, as a dynamic element around the treatment of solid waste, linking the population in general and educational institutions, which helps to generate habits.

Another component is raising awareness in which all the actors participate through activities such as beach cleaning, contests and playful strategies.

To date, 1,879 people from the corregimiento and other nearby territories have been sensitized with training and workshops, the goal is to impact 3,000 people.

But none of this would work if there is not a collection route with an organization of professional recyclers in the region, which is being strengthened in terms of infrastructure, accompaniment and training.

Carolina Jaramillo, representative of the Foundation for recyclers of Palomino, Fundarapa and Rubén Meryteran, a member of the group, highlight the project’s dignification of the professional recycler and the generation of opportunities.

“Having a model initiative like this on the Colombian Caribbean Riviera, which can be validated and subsequently replicated, reinforces our commitment to contribute to waste management and close the plastic cycle,” says María Paulina Sandoval, sustainability manager of the Dow Plastics and Packaging business.

According to the Tourist Information Center of the Ministry of Commerce, Industry and Tourism, since 2016 Palomino has registered an average of 25,000 annual visits from non-resident foreign visitors, which has positively impacted the region.

The carving on shipwrecked wood It is one of the most important craft techniques in the Atlantic. It consists of collecting the wood that the sea deposits on the beaches and transforming it into decorative elements, furniture and functional items, based on carving.

Shipwrecked wood crafts are increasingly sought after in the market for their beauty and because they are unique.

This wood comes from the municipalities located on the more than 1,550 kilometers of length of the Magdalena river.

It travels along the river to its mouth in Bocas de Ceniza, from there the tide drags it to the beaches of Puerto Colombia, Juan de Acosta and Tubará.

The director of the CRA, Jesus Leon Insignaresensures that the Corporation has been taking advantage of this opportunity to develop strategies that impact beaches and tourism.

But he warns that it should also be an opportunity for coastal municipalities to require public sanitation service providers “to redouble efforts in their proper management, from collection and transportation, to storage and final disposal,” he said. .

Another that supports the project is the Governor of the Atlantic Elsa Noguera, who this week delivered recovered wood to the artisans of Santa Veronica, experts in carving shipwrecked wood.

In the municipality of Puerto Colombia, between 2021 and so far this year 2022, training has been given to 30 recyclers, on issues related to the proper separation of solid waste and its use, safety and health in the exercise of recycling work.

In 2020, despite the restrictions imposed by the covid-19 pandemic, several cleaning days were also held, in alliance with different entities such as educational institutions and NGOs.

“The CRA has not earmarked investments in plans, programs and/or projects to solve such problems,” the CGR underlines in a statement.

The entity recalled that the CRA signed a contract to develop a pedagogical strategy for citizens on the subject, but the purpose of the contract does not correspond to a Project or Program focused on what is required: to solve the problem of solid waste on the beaches of Colombian Port.

As a result of the audit, the control body constituted three administrative findings, one of them with an alleged disciplinary incidence and which has to do with the fact that the CRA has not carried out the control and sanction actions corresponding to the problem. of solid waste, in the Comprehensive Regional Solid Waste Management Plans (PGIRS) of the riverside municipalities to the Magdalena river located in your jurisdiction.

“It (the CRA) did not develop an efficient and articulated institutional management with Cormagdalena and the territorial entities of its jurisdiction, which make up the riverside municipalities of the Rio Grande de la Magdalena, causing the problem of solid waste on the beaches of Puerto Colombia”, warns the CGR in its report.

Origin of the problem in Puerto Colombia

For several years the problem of solid waste on the beaches of Puerto Colombia has been presented periodically.

However, it became much more visible from May 31, 2019 with the appearance of a garbage agglomeration of 1,710 tons floating in front of the beaches, which caused a serious environmental emergency in the coastal municipality, which affected both the quality of the water and marine biodiversity.

The situation spread to two of its districts (Salgar and Sabanilla), as well as the municipalities of Juan de Acosta y Tubara.

The cause of the problem lies in the fact that the Magdalena River transports all the waste that is dumped by the populations of the municipalities that are located from its source in the Colombian massif in the Cordillera de los Andes and by those that are located along its course.

This waste reaches Puerto Colombia and ends up stagnant on its beaches, as a result of its proximity to Mouths of Ash (the point where the river empties).

“The lack of control of cormagdalena and the Autonomous Corporations with jurisdiction in this area, where the modification of the riverbanks by agro-industrial exploitation and extensive livestock farming is not being taken into account, has made the situation more complex”, indicates the CGR.

Likewise, the control body indicates that the intervention of relief areas of the river such as pipes and interior swamps has not been controlled, “with which the speed of the tributary and its capacity of erode the shores and devastate them, dragging with them the vegetal layer”.

About the Comptroller’s report Jesús León Insignares, General Director of the CRA., indicated that they have been developing in a timely and efficient manner, the obligations imposed by the regulations and took the opportunity to clarify that the solid waste present on the beaches of the municipality of Puerto Colombia, is not generated in this population, nor in the department of Atlántico, these come from 728 territorial entities with influence in the Magdalena river basin.

According to the CRA, the problem is the product of the hydraulic dynamics and natural processes of undermining that occur on the slopes of the Magdalena River, such as at its mouth, which, added to the phenomenon of marine currents, end up dragging the waste until it is deposited in the beaches known by the names of Punta Roca, Salgar, Sabanilla and Puerto Colombia.

The official insisted that public sanitation service providers must redouble their efforts in the collection, transportation, storage and final disposal of this waste: “they are responsible for the efficient provision of public sanitation services,” said the Environmental Authority.
