El municipio de El Charco, ha sido gravemente afectado por la crisis humanitaria generada inicialmente por una ola de violencia, complicada por problemas políticos y de gobernabilidad y ahora, la protesta contra el Ejército.

La población carece de alimentos, agua potable y combustible, a raíz del cese de actividades.

Los estudiantes, no han vuelto a las clases.

Cómo si no fuera poco, la comunidad denuncia su difícil situación porque «se siente agobiada, en el tema de la administración municipal no ha logrado estabilizarse un alcalde sin tener líos con la justicia y el que les asignaron ahora no es ni siquiera nariñense», afirman.

Tres alcaldes

En septiembre de 2021 desde Tumaco se le emitió una medida de aseguramiento a Víctor Candelo Reina, por lo que fue suspendido de su cargo de Alcalde del Municipio de El Charco.

La administración sin embargo, no informó a la comunidad lo que estaba ocurriendo en ese momento.

El gobernador Jhon Rojas le solicitó al partido Cambio Radical el envío de una persona para encargarse de la administración municipal.

Designaron a Jefferson Segura Moreno como alcalde de turno, duró poco.

Desde Cali en noviembre de 2021 también le cayó una medida de aseguramiento, siendo suspendido del cargo.

Los dos alcaldes, titular y encargado habrían estado involucrados en temas de presunta corrupción. Están bajo investigación.

Nuevamente el gobernador del Departamento de Nariño, solicitó a Cambio Radical, una terna para realizar la designación con el objetivo de suplir dicha ausencia. Nombraron A Jesús David Ureña Moreno.

La comunidad de El Charco, no está de acuerdo con la elección del alcade suplente que viene del Putumayo.

«Están en el aire»

Por lo que han salido a protestar.

«Fuera, fuera, fuera, David Ureña, no queremos desconocidos en nuestro municipio», manifiestan.

Dicen que no quieren alguien ajeno al departamento y que no conoce de cerca la situación que están viviendo en este municipio, especialmente porque no saben qué pasará con los planes de gobierno estos dos años que faltan.

Además, por su inconformismo han salido a las calles a manifestar y poner en conocimiento todas las necesidades que tienen.

No saben que hará la administración este 2022 en cuanto a recursos ni cómo se van a ejecutar proyectos de la administración local.

Atentado

El tema de la seguridad es otra preocupación, en días anteriores trataron de quemar la vivienda de Víctor Candelo, quién está ahora en casa por cárcel.

El 3 de febrero rociaron gasolina sobre las salidas de la vivienda, mientras allí estaban Candelo, su esposa, el hijo mayor y dos nietos de ocho años y 16 meses.

El hijo mayor de la familia comenzó a sentir el humo, alertó a quienes estaban en la casa.

Una vez apagado el incendio, revisaron las cámaras de seguridad y observaron que dos encapuchados llegaron a quemar la casa. El incidente no dejó personas lesionadas.

Más de 20 días de paro

Los consejos comunitarios, indígenas, y campesinos llevan 20 días de paro.

«Siguen las tropas del Ejército en el territorio, se acordó que llegaba un helicóptero y retiraría a los militares que están en la zona, pero hasta ahora no han retirado a nadie”, así lo expresó el representante indígena, Leonel Chirimía.

El comercio y las entidades públicas se encuentran cerradas.

La comunidad manifiesta se mantendrán en protesta hasta cuando sea necesario.

«Solo así, van a ser escuchados ante las necesidades que se viven en nuestro territorio», indicaron.

Sigue la problemática en El Charco: designaron nuevo alcalde (e), pero las protestas y el paro continúan

La designación del mandatario la hizo el gobernador de Nariño, luego que recayera una medida de aseguramiento en contra del alcalde encargado.

En medio de la crisis social que se vive en el municipio de El Charco, autoridades departamentales designaron al nuevo alcalde encargado que deberá afrontar las dificultades que se vienen presentado desde hace varias semanas producto de la situación de orden público.

Así lo dio a conocer el gobernador de Nariño Jhon Rojas, tras señalar que la elección se presentó luego que el alcalde encargado presentará temas relacionados con la justicia.

“Ante la medida de aseguramiento impuesta en contra de Víctor Candelo y derivado de la misma; se solicitó al partido Cambio Radical el envío de una terna para la designación”, dijo el mandatario seccional.

Señaló que en medio de la selección, en ese entonces, fue escogido Jeferson Segura Moreno, como Alcalde Municipal de El Charco

Sin embargo, explicó que también, recayó una medida de aseguramiento impuesta por el Juzgado Cuarto Penal Municipal de Cali, lo cual condujo nuevamente a la suspensión para el cargo de Alcalde.

La decisión se materializó en el  Decreto No. 276 de 2021 emitido por el Gobernador Departamento de Nariño, quien solicitó nuevamente al partido Cambio Radical el envío de una terna.

Explicó que de dicho proceso se realizó la designación con el objetivo de suplir dicha ausencia,razón por la cual fue elegido el señor Jesus David Ureña Moreno.

Explicó que la situación administrativa se encuentra regulada en el artículo 106 de la Ley 136 de 1994.

Recordó que la norma señala que los gobernadores con respecto a los alcaldes, en casos de falta absoluta o suspensión, deberán designar al alcalde del mismo movimiento a partir de terna.

La designación ha causado toda clase de reacciones entre la comunidad.

La situación llegó hasta el punto en que la comunidad nuevamente salió a las calles a protestar.

Frente a esta situación, se conoció que los habitantes nuevamente salieron a las calles a protestar.

Manifiestan que en el municipio ya se cumplen 19 días de paro, por cuenta de las peticiones realizadas por la comunidad y que hasta la fecha no se han cumplido.

Recalcaron que la principal petición, es el retiro de la Fuerza Pública, lo cual hasta el momento no se  ha cumplido.

Un atentado en contra del alcalde del municipio de El Charco, Víctor Candelo Reina y su famili, denuncian que se registró en horas de la madrugada en este municipio costero.

De acuerdo con autoridades locales, aproximadamente a las 2:40 a.m., se presentó un atentado provocado en la vivienda.

Señalan que la propiedad  fue rociada con material inflamable (gasolina) lo cual desató un incendio. El fuego pudo ser controlado teniendo como resultado solo daños materiales en la infraestructura.

“Como pudimos bajamos al segundo piso, pero era imposible transitar al primer piso por la cantidad de humo que había, y se alcazaba a ver la candela en la parte de abajo», dijo el mandantario que se encuentra bajo la medida de casa por cárcel.

Señaló que intentó salir por la parte de atrás, pero no pudo.

«Cogimos una cobija con agua y bajamos. Pudimos abrir la puerta del primer piso y estaba totalmente encendida en llamas», agregó

Posteriormente sonó la sirena del cuerpo de bomberos de El Charco, que llegó para apagar la conflagración

«Gracias a Dios no nos pasó nada que lamentar, estamos sanos, pero repudiamos este vil hecho, manifestó.

Las autoridades competentes ya se encuentran en el proceso de esclarecer los hechos y poder dar con los responsables de este atentado.

Cabe destacar que en el municipio se encuentra en una crisis humanitaria, ante el paro indefinido, producto del conflicto armado.

Alcaldes presos

En El Charco, ciudadanía y veedores se preguntan que pasará con los proyectos que se venía ejecutando, porque además de situciones de violencia la administración local no avanza.

«La situación en este municipio va de mal en peor, en menos de dos meses fueron capturados dos alcaldes. ¿Que está pasando con los autoridades?», reclamaron en 2021 cuando ocurrieron dichas detenciones.

«En vez de reflejarse el progreso, ahora nos quedamos sin quien ejecute los proyectos»,se lamentan.

La ejecución de los recursos en proyectos, obras, programas sociales que también requieren la previa autorización del mandatario local, están en veremos.

Ante todos estos líos judiciales que desde hace meses tienen enredada a la Alcaldía de El Charco, aún no hay un informe de entes de control que permitan establecer cuál ha sido el funcionamiento de la administración municipal, cómo ha sido la ejecución del plan de gobierno ni tampoco, cómo se ejecutó el presupuesto y cómo quedó en 2022.

Ni la misma Alcaldía ha hablado sobre la situación y crisis política que atraviesa.

Desde la Administración departamental hicieron el llamado al Mindefensa para que hagan presencia de forma inmediata en El Charco.

Cada vez más preocupante es la situación que se vive en el municipio de El Charco, por cuenta del confinamiento en que se encuentran los pobladores de esta región de la costa de Nariño.

La situación se viene presentando por cuenta de la situación de orden público por la presencia de ilegales.

El temor ha provocado el cierre de establecimientos comerciales, luego de que la comunidad se declara en paro indefinido.

Señalaron que por esta razón, la comunidad decidió cerrar totalmente el comercio, servicio de transporte y el cese de actividades académicas.

De acuerdo con fuentes extraoficiales, solo estaría en funcionamiento el hospital local esto a raíz de la presencia militar del batallón de operaciones terrestres #15 compañía Batalla cerca a caseríos y escuelas.

Este es el desolador panorama que se vive en el municipio de El Charco

Frente a esta situación, recientemente se realizó un consejo de seguridad para coordinar acciones para garantizar los derechos de la población en esta zona del Departamento.

Por tal razón se  instaló una mesa de diálogo con los distintos actores sociales para conocer a fondo la situación de las comunidades en este sector.

Sin embargo, en las últimas horas, el gobernador Jhon Rojas, hizo un llamado al Gobierno Nacional para que haga presencia en la zona.

«Es apremiante presencia integral del Estado para salvaguardar derechos de población. La Comunidad pide mesa de diálogo con Gobierno Nacional», sostuvo
