The cadastral update in Palmira aroused a protest from the Palmira Interunion Civic Committee (CCIP), which brings together unions, businessmen and representatives of civil society from that city in Valle del Cauca.

The letter to the Mayor is signed by the Chamber of Commerce of Palmira, Asocaña, Procaña, Fenavi, Fenalco, Asodolores, Acopi, Andi, Pacific Free Zone, Lonja de Cali and the Inter-Guild Business Committee.

In a statement, the CCIP asks for a comprehensive review for “the oversized increases in cadastral appraisals, which could represent disproportionate increases in the payment of property tax with values ​​above 100 percent up to more than 500 after the 2022 validity” .

In the letter signed by Jhon Hardi García Ortiz, director of the CCIP, it is stated that “we understand that within the framework of national regulations, the country is migrating to having a multipurpose cadastre, but the convenience of when to do it and how to do it, in a situation of economic recovery, is a responsibility of the Municipal Administration”.

“Such an increase will not be able to resist taxpayers in a fragile economic and social environment, with high unemployment rates, uncertainty in international trade, high costs of raw materials, high inflation rates, among others,” says the letter. .

It also warns about “possible effects related to tax aspects due to increases in assets and wealth; properties that cannot be sold because their cadastral value is higher than the commercial value; affected purchase-sale processes; and loss of competitiveness of the territory to attract investment”.

The CCIP asks the Mayor for “a comprehensive review of the cadastral update, as well as to form a dialogue and dialogue table seeking a solution to the problem. Likewise, we extend our call to the Municipal Council to seek and approve measures that are not necessarily transitory, that add to the request that we make to the Municipal Administration. According to the report by the Revenue Management manager, Fidel Castaño, since January 1, when the online property tax settlement was enabled for the entire city, 36,600 million pesos have been collected to date.

In this way, the liquidation of the property tax in Barranquilla for the 2022 term is 586,341 million pesos, which represents a 6.4 percent growth with respect to the 2021 validity, an increase of 37,880 million pesos.

The district administration recalled that, according to the 2022 tax calendar, property tax can be paid with a 10 percent discount until March 31, with a 5 percent discount until May 31, and without discount before incurring delinquent until June 30, 2022.

In the case of vehicle tax, the due dates will be from April 29 to May 6.

Another possibility is to take advantage of the voluntary alternative payment system for quotas (SPAC). The initial declaration must be made on March 30. The payment of the first installment on May 13; the second, on July 8; the third, on September 9, and the fourth, on November 11.

Medellin

Resolution No. 202150189012, of January 2022, established the tax calendar of the Medellin mayor’s office. For the payment of property tax, the dates were as follows:

1. The surcharge date for the first quarter of 2022 is the March 29.

2. For the second quarter, June 28.

3. For the third quarter, on September 28.

4. For the last quarter of the year it will be December 28.

The payment dates without surcharges, as stipulated in the tax calendar, will depend on the commune to which the property belongs.

Cali

Through Decree 4112.010.20.1058 of December 30, 2021, the Cali mayor’s office determined the discount percentage for prompt payment for taxpayers of the unified property tax (IPU) fiscal validity 2022, which will be 15 percent up to 30 percent. of April.

After May 1 and until September 30, the settlement applies without discount and without late payment interest. As of October 1, default interest will begin to run on the IPU for this period.

With the purpose of inviting the citizens to settle the debts that contribute to the improvement of the territory, sign the tax payment agreement and catch up with the District of Cali in expired terms is the new purpose in the city.
