«This is one of the problems of the law of guarantees, running too much to make contracts… Increased its contracting by 7,800%”, said Felipe Córdoba, Comptroller General of the Republic.

Governor Kim Reynolds of the midwestern U.S. state of Iowa will deliver the official Republican response to President Joe Biden’s State of the Union address Tuesday night.

The 62-year-old Reynolds began her political career as the elected treasurer of a rural county, serving four terms in that office before her election to the Iowa state Senate in 2008. She was elevated to the post of lieutenant governor two years later as the running mate of Governor Terry Branstad, succeeding him in 2017 when he was confirmed as then-President Donald Trump’s choice as ambassador to China.

Since being elected governor in her own right a year later, Reynolds has emulated other Republican governors in fighting against coronavirus restrictions such as vaccine and mask mandates, signing into law bills that banned all public schools from implementing mask mandates for students and requiring them to maintain in-person learning, even in the early days of the pandemic.

In a statement announcing her selection to deliver the party’s response to Biden’s address, House Republican leader Kevin McCarthy said Governor Reynolds handled the COVID-19 pandemic “by choosing freedom over lockdowns and personal responsibility over mandates — leading to real economic recovery from the pandemic.”

Reynolds has also pushed other initiatives supported by the most conservative wing of the Republican party, such as banning the teaching of critical race theory, which conservatives contend could further divide Americans and worsen race relations, as well as preventing transgender athletes from participating in high school sports and providing public funds for private schools.

She also just signed legislation that would replace a progressive income tax structure with a single 3.9% flat rate that would take effect in 2026.

“Yellowstone National Park is magical, spiritual and a place of inspiration,” said historian Bruce Gourley, who has lived near the park for decades and is the author of the recently published Historic Yellowstone National Park.

As the park marks its 150th anniversary, it’s looking back at the past but focusing mostly on its future as it brings greater recognition to the Indigenous people who had roamed the land for 10,000 years.

“This isn’t just about the last century and a half,” said Yellowstone Superintendent Cameron Sholly at a recent virtual event. “We also want to use this anniversary to do a better job of fully recognizing the many American Indian nations that lived in this area for thousands of years prior to Yellowstone becoming a park.”

In the coming months, Yellowstone will be highlighting multiple tribal nations, whose members will give presentations, display artwork and engage with visitors at the park’s Tribal Heritage Center.

On March 1,1872, President Ulysses S. Grant signed the bill that created Yellowstone for the “benefit and enjoyment of present and future generations.”

However, the Indigenous people who hunted and fished there were not included in the process.

“The presence of native people was not only downplayed, but they were literally pushed out of the park because their presence discomforted many white people,” Gourley said.

Yellowstone is located mostly in Wyoming, but it also extends into Montana and Idaho. Today, some 4 million visitors come to experience the 9-million-hectare landscape that sits atop an active supervolcano whose last major eruption occurred 640,000 years ago.

Appropriately known as Wonderland in the early days, the geothermal park is famous for its beautiful lakes and mountains, incredible array of wildlife, powerful waterfalls, rainbow-colored hot springs, and amazing geysers such as the well-known Old Faithful, which erupts roughly every 1½ hours.

“I get to see the natural behavior of bison, coyotes, elk, wolves and grizzly bears, how they live and relate to each other,” he told VOA. “The goal of my photographs is to capture their interesting lives and give people a sense of the beauty and intelligence of the wildlife.”

He thinks it was a mistake to eliminate the wolves in Yellowstone during the last century and applauds their reintroduction in the mid-1990s, which has created greater biodiversity.

Yellowstone’s bison herd is important to Scott Frazier of the Crow tribe. “The bison are sacred and represent freedom to the Indian tribes, who have a symbiotic relationship with them,” he explained.

Frazier, who is 72, has been visiting the park since he was a child.

“It was so quiet, not like today,” he said of going camping and fishing with his father. “There weren’t many cars, and sometimes you’d see a bear on the road, but that’s rare now.”

“Today, it’s so different,” he said.

“People who come from the cities may not have seen a squirrel, let alone a moose. Unfortunately, a lot of them spend time taking photos or videos instead of enjoying the moment that is right in front of them,” he said in an interview with VOA.

But Frazier is more concerned about the past 150 years, when Yellowstone barely acknowledged the tribes in the park.

It is “a dramatically important step” that Yellowstone, as well as other U.S. national parks, is reaching out to Native Americans, he said.

“I would like to see more recognition of the places the tribes consider to be sacred in Yellowstone,” said Frazier, who teaches environment classes in the park from the Indigenous point of view.

Other Native Americans also say it’s about time Yellowstone focuses more on Indigenous contributions.

“There’s very little mention about Native Americans, including the Shoshone,” said Robyn Rofkar, administrative assistant at the Eastern Shoshone Tribal Cultural Center on the Wind River Indian Reservation in Wyoming.

“It would be good to include Native American names at sites around the park. I also think Yellowstone should sell more traditional things made by the Indian tribes, like Shoshone beaded items.”

“Hopefully, we can educate the tourists so they know that Yellowstone was part of the Indians’ homeland,” she said.

The head of the yet-to-be-built National Museum of the American Latino says construction could begin in Washington within the next five years. Jorge Zamanillo, who was recently named as the museum’s director, spoke with reporter Jose Pernalete — who filed this story for VOA.

U.S. President Joe Biden will meet with the National Security Council on Sunday, the White House announced Saturday as it reaffirmed that “Russia could launch an attack against Ukraine at any time,” White House press secretary Jen Psaki said.

Psaki said Biden was briefed Saturday on Vice President Kamala Harris’ meetings at the Munich Security Conference. Harris met Saturday with Western leaders, among them NATO Secretary-General Jens Stoltenberg, European Commission President Ursula von der Leyen, and German Chancellor Olaf Scholz, as well as Ukrainian President Volodymyr Zelenskiy.

Russian President Vladimir Putin presided over military drills Saturday as shelling escalated in eastern Ukraine.

Observers from the Organization for Security and Cooperation in Europe reported more than 1,500 cease-fire violations in east Ukraine on Saturday, the highest single-day number this year.

Russia’s defense ministry said Saturday’s exercises, which the Kremlin says were previously planned to check readiness, involved practice submarine launches of intercontinental ballistic missiles, with Putin and the president of Belarus looking on.

‘Poised to strike’

Ukraine’s military accused separatists in two breakaway territories in eastern Ukraine – the self-proclaimed Donetsk and Luhansk republics – of carrying out a new wave of attacks Saturday.

Russian officials have denied they plan to invade Ukraine, but diplomatic talks with Western officials have led to a standoff. Russia has demanded that the U.S. and its allies reject Ukraine’s bid for membership in NATO.

The West has rejected that as a nonstarter but has said it is willing to negotiate with Moscow over missile deployment and troop exercises in Eastern European countries closest to Russia.

The Treasury Department this week reported that the total national debt of the United States surpassed $30 trillion for the first time in history, an amount equal to nearly 130% of America’s yearly economic output, known as gross domestic product. The eye-popping figure makes the U.S. one of the most heavily indebted nations in the world.

The federal debt has been high and rising for decades, but the federal government’s response to the coronavirus pandemic, which involved massive infusions of cash into the U.S. economy, greatly accelerated its growth.

At the end of 2019, prior to the pandemic, the national debt stood at $22.7 trillion. One year later, it had risen by an additional $5 trillion, to $27.7 trillion. Since then, the nation has added more than $2 trillion in further debt.

A grim reminder

While the $30 trillion figure, by itself, has no significant meaning, it may serve to focus attention on what some see as a major concern for the future health of the country.

“Hitting the $30 trillion mark is a reminder of just how high our debt is and just how much we’ve been borrowing,” said Marc Goldwein, senior vice president and senior policy director for the Committee for a Responsible Federal Budget.

“Debt held by the public, which is the measure we prefer to use, is about as large as the economy,” Goldwein told VOA. “In a decade, it’ll be larger than any time since World War II. Meanwhile, we have the highest inflation rate we’ve had in 40 years, and there doesn’t seem to be any sign that the borrowing is going to let up.”

Different debtors

The $30 trillion in outstanding debt is owed to a wide variety of creditors, including the federal government itself.

According to the Treasury Department, as of January 31, $6.5 trillion of the national debt was classified as “intragovernmental holdings.” This includes Treasury securities held by various agencies of the federal government, most prominently the Social Security Administration, which maintains a trust fund to provide income to senior citizens.

The far larger portion of the debt is classified as debt held by the public, which amounts to $23.5 trillion. The term “public” can be somewhat misleading because the category includes not just the debt instruments held by individual investors but also the debts held by the Federal Reserve, large investment funds and foreign governments.

According to the Treasury Department, foreign governments hold about $7.7 trillion in U.S. debt, though no country holds more than 5% of the total. As of the end of November, the most recent data available, Japan was the largest foreign holder of U.S. debt, with $1.3 trillion. China was the second-largest holder of U.S. debt, with $1.1 trillion, while the United Kingdom was in distant third place, with $622 billion.

The cost of debt

The cost of servicing the country’s outstanding debt has become a major part of the federal budget as the outstanding debt has grown. In 2021, the government made $562 billion in interest payments on outstanding debt. That is more than the annual budget of every individual federal agency except for the Treasury, the Department of Health and Human Services (which manages the Medicare and Medicaid government health insurance programs), and the Department of Defense.

Surprisingly, during the early part of the pandemic, the federal government’s interest payments fell even as the debt increased, because of a broad decline in interest rates.

However, with the Federal Reserve poised to begin raising interest rates in an attempt to ward off rising inflation, the rate the Treasury has to pay on newly issued debt will likely rise, meaning that the overall cost of servicing the federal debt will likely go up in the relatively near future.

Comparison with other countries

The United States’ ratio of debt to GDP, the measure most commonly used to gauge a country’s level of indebtedness, places it among the most indebted countries in the world.

According to data gathered by the World Bank in October, the country with the world’s highest debt-to-GDP ratio is Japan, which carries debt equivalent to 257% of its economic output. Other developed economies with very high debt-to-GDP ratios include Greece, at 207%, and Italy, at 155%.

With a ratio of 133%, the U.S. is the 12th most indebted country overall, and the fourth most indebted among the developed economies that make up the Organization for Economic Co-operation and Development. The OECD average is an 80% debt-to-GDP ratio.

Both parties added to debt

The national debt is the cumulative total of annual federal deficits. The U.S. has seen federal surpluses in just four of the past 50 years, from 1998 to 2001, encompassing the last three years of the administration of Bill Clinton, a Democrat, and the first year of the administration of George W. Bush, a Republican.

In recent decades, both Democrats and Republicans have contributed to the rising levels of federal borrowing, with the debt increasing on a regular basis, regardless of which party controlled Congress and the White House.

It’s a fact that causes some members of Congress to express frustration with their colleagues over a seeming lack of concern about the problem.

“$30 trillion in debt is an obscene number, but what’s even more depressing is the fact that most politicians in both parties don’t really care,” Senator Ben Sasse, a Nebraska Republican, said in a statement. “Someone is going to have to pay that money when these politicians are long gone, and — spoiler alert — it won’t be paid by them but instead by our kids.”
