UNIPEP contributed and contributed to the construction of the Historical Memory Book “Aporte a la Verdad”.

Within the framework of the internal armed conflict, the presidency of the Republic of Colombia, through the Ministry of Defense, contributed to the construction of a plural and inclusive historical memory to the National Memory Center, which seeks to contribute to the processes of recognition of who have suffered the consequences of the violence in the country, among whom the members of the Public Force (Military Forces, the National Police), as well as their families, are recognized.

In this sense, the Police Unit for the Building of Peace – UNIPEP, contributed to the victims’ right to truth through the construction of the book “Contribution to the truth: Context of the Public Force for historical memory” as a Guarantor institution of Human Rights, through its constitutional mission to ensure the maintenance of peace and security conditions in the national territory.

In this way, inclusion is sought through the Comprehensive System of Truth, Justice, Reparation and Non-Repetition (SIVJRNR), and in judicial and extrajudicial mechanisms, contributing to the Historical Memory in the country.

Through a symbolic act, carried out on February 25 at the Military Museum located in the municipality of Tocancipá, the President of the Republic of Colombia delivered a document in Institutional Historical Memory to the Special Jurisdiction for Peace – JEP, the Truth Commission – CEV and the National Center for Historical Memory

In an interview with EL TIEMPO, Alfonso Cabrera, secretary of the Cartagena heritage technical committee, denounced that the start of works in front of the walls, on Avenida Santander, they do not have the approval of this committee and could affect the submerged breakwater: a submerged wall of more than four centuries built by the Spanish, with slave labor, in front of the city to prevent the entry of pirate ships and corsairs.

“We are facing an archaeological issue. We are talking about a submerged wall that is working, and goes from the bastion of Santo Domingo to the pincers, in colonial times it measured 1,600 yards long, that is, about 1,300 linear meters, translated into the metric system. Precisely in front of the bastion of Santo Domingo, the works touch the submerged jetty and that was the call made by the Heritage technical committee”, explains Cabrera.

However, the works have already begun, precisely between the submerged breakwater and the walled cordon, on Santander Avenue, where the concession responsible for the coastal protection project erected more than 6 kilometers of rocks, which also prevent the view of walkers towards the sea.

“The builders were made some comments so that they can comply with the legal guidelines because it is the breakwater and the wall itself: the works have to be at least 100 meters from the breakwater and 400 meters from the walls,” added Cabrera.

According to the official, this approval not only goes through the Heritage Technical Committee but also through the National Monuments Council of the Ministry of Culture.

“Today we have time to remedy all these deficiencies, this is a very large project that includes Bocagrande and El Cabrero; they are more than 7 kilometers and could be suspended until the project is presented, corrected, because today we are exposed to Unesco taking away the declaration, and the situation is serious because these works would directly impact assets of heritage interest, ”says Cabrera .

The rocks in front of Avenida Santander, which are already generating controversy, show the scope of the project.

“This project is not approved: there is a very large riprap that affects the historical view, and it is that it began precisely in this area, the most important historically speaking.”

The commemoration of the 50th anniversary of the Conference of Ministers of Justice of the Ibero-American Countries, which was held for the first time in Colombia, successfully concluded. The meeting that took place in Barranquilla was attended by delegations from Andorra, Argentina, Bolivia, Brazil, Chile, Colombia, Cuba, Ecuador, Spain, Paraguay, Portugal, the Dominican Republic and Uruguay.

At the meetings, agreements were reached on Human Rights and the ratification of the Medellin Treaty, a tool for international legal cooperation.

“Colombia continues in this struggle to overcome factors that have historically been obstacles to our development, such as violence, corruption and poverty,” said Justice Minister Wilson Ruiz.

In this meeting, the visibility of the transformation of justice in Ibero-America was also achieved.

“Colombia has been working decisively on the transformation of justice to achieve a path of modern and innovative justice that can be available to everyone,” said the Vice President, Marta Lucía Ramírez.

“When listening to everyone’s interventions, it can be concluded that there is a denominator factor in the identification of those legal needs that citizens demand today,” added Ramírez.

Gender equity, migration policies and reforms of the prison system were also protagonists in this conference that was hosted by the city of Barranquilla.

“It has endowed itself with a framework of international treaties that have provided important tools, which is a transcendental step forward in order to have an advance in legal certainty,” said Pilar Alicia, Deputy Minister of Justice of Cuba.

Finally, the Ministry of Justice, Wilson Ruiz, assured that this type of meeting allows facing the challenges of Ibero-American justice, proposing reforms that contribute to the daily construction of peace and democracy.
