In the middle of the hearing of the murderer of Nickol Valentina, the minor who died as a result of the stab wounds that the criminal gave her for stealing her cell phone, details were given of how they got to him.

One of these clues was given by the murderer’s own brother who is now in jail.

The brother told the Police that on Thursday, February 23, Pedro José Trujillo arrived distressed, took a bath and said he had to leave because they were looking for his head.

Immediately, through social networks, a rumor spread about the fact that their relatives will receive the 50 million pesos that the authorities were offering in exchange for information on the person responsible for the crime.

This was denied by the mayor of Bucaramanga.

Tribunal del Valle rules in favor of the Mayor's Office of Cali for acting unemployed - Cali - Colombia

The claims of the authors of a Popular Action against various State entities for their role in the 2021 national strike were denied, in the first instance, in the Administrative Court of Valle del Cauca “due to the current lack of an object by fact overcome”.

The plaintiffs requested the use of public force, militarization and the use of weapons to end the protests of the social outbreak.

The defendant entities, the Presidency of the Republic, the Department of Valle del Cauca, the National Protection Unit, the Ministry of the Interior, the Municipalities of Candelaria, Palmira, Jamundí and the District of Cali, presented their arguments in the response to demand, pointing out the importance of dialogue and agreement, as well as the measures that were taken to lift the blockades.

It should be remembered that the national strike began because of the tax reform proposal presented by the National Government, which generated widespread rejection.

The director of the Administrative Department of Public Legal Management of the Cali Mayor’s Office, María del Pilar Cano Sterling, pointed out that Cali is a pioneer in building agreements, as happened on May 31, 2021 when Mayor Jorge Iván Ospina signed Decree 0304 of 2021 .

Cano stressed that the essence of Decree 0304 of 2021 was to build trust between the administration and the community in the understanding that dialogue is the way forward, a process that was accompanied by the Archdiocese of Cali and international organizations such as the UN – High Commissioner for Rights Humans, OEA-MAPP, who became guarantors of the processtogether with the Ombudsman, because the priority was to safeguard the lives of citizens.

Five crimes were charged by the prosecution two former mayors of the municipality of Piedras, Tolima.

These are Rogelio Montealegre Murillo and Arquímedes Ávila Rondón, who were accused of the crimes of embezzlement by appropriation, prevarication by omission, contract without compliance with legal requirements, falsehood in a private document and ideological falsehood in a public document.

The same procedure covers Benjamín Orlando Arana Osuna, who was a contractor; Alberto Casabianca Moreno, who acted as auditor; Jhon Paul Peña Rojas, former adviser to the Ministry of Planning and Public Works in 2011; and Gloria Piedad Reyes Ariza, planning advisor for the same period.

Rogelio Montealegre Murillo, mayor in the 2008-2011 period, processed the contract with Arana Osuna, apparently without complying with the legal requirements. For his part, Peña Rojas, advisor to the Mayor’s Office, would have participated in the process without observing the essential requirements in the previous studies.

Arquímedes Ávila Rondón, mayor 2012-2015, liquidated the contract ignoring the alleged irregularities, according to the investigation.

The Prosecutor’s Office determined that Arana Osuna would have appropriated 290 million pesos, sum that was paid to him for activities and works that he never executed. Likewise, Casabianca Moreno, as controller of the contract, would have been allowed to appropriate 86 million pesos that were paid to him for activities that were also not carried out and for this they would have falsified public and private documents.

Meanwhile, Peña Rojas, Reyes Ariza and Casabianca Moreno apparently refused to carry out their duties, since they did not monitor the contract as required by law.

The preparatory trial hearing will be on June 13 of this year.

At least 10 people trying to escape were recaptured there.

The bunker of the Prosecutor’s Office in Medellín, considered one of the safest places, was the epicenter of a massive escape of detainees at dawn on Saturday, for which the authorities continue in search of the three people who managed to escape.

At least 10 more people were recaptured at the site, in addition to a 30-year-old man who apparently helped those deprived of liberty with their escape plan, as confirmed by the Valle de Aburrá Metropolitan Police.

José Galindo, operational commander of the Metropolitan Police, reported that people have been identified through cameras and progress is being made in the investigations.

“A person was captured who was allegedly helping the escape. At this time this is a matter of investigation, they were left at the disposal of the Attorney General’s Office and are close to the hearing of the same. It is being verified because there are some bars and a series of elements, of evidence that we have at this time, which are the subject of investigation,” Galindo said.

The crimes for which these people were requested are theft and one of them for bribery.

It should be remembered that the bunker of the Prosecutor’s Office, as well as the city’s Police stations have had historical problems of overcrowding, which is why occupation versus capacity is usually exceeded in large proportions.

Promotion of the Government of the Valley and the Mayor's Office of Palmira to 171 entrepreneurs - Cali - Colombia

Supplies, tools and raw materials, for 1,500 million pesos, were received by 171 entrepreneurs from Palmira by the Valle INN Municipios fund and the Palmira Municipal Mayor’s Office.

The aid is part of the economic reactivation strategy of the departmental administration of Valle del Cauca.

“Every day one sees that there is ingenuity, young people with beautiful ideas and the only thing they need is for us to give them a push. For this reason, this year we are going to continue with our call as well as next year, it is the time in which the greatest support we need is for our entrepreneurs”affirmed the governor of Valle del Cauca, Clara Luz Roldán.

Of the 1,500 million pesos, the Departmental Government contributed 50 percent and the Mayor’s Office of Palmira the other 50 percent.

Palmira is the municipality that most resources contributed as counterpart in these types of calls.

The Public Ministry requested, for the second time, a copy of the contracts made by the District administration and the operators of the School Feeding Plan service, both for the urban and rural areas.

“We are concerned as the Public Ministry that it has not been complied with, as expected,” said the Attorney General.

Riohacha had already activated a preventive monitoring action since last January 26, so that the start of the 2022 school year could be fulfilled and guarantee these rights to children who attend school.

On that occasion, the Attorney General’s Office required the mayor and his Secretary of Education, Jesús David Herrera, to provide a detailed and urgent report, in which the operator that will provide the school feeding service and his legal representative would be announced.

“We have been involved in this activity for more than 15 days, verifying and requesting information, because we do not co-manage nor are we responsible for spending, we verify that the territorial entity complies with its legal and constitutional obligation to start it within the legal term so that these services are presented to the different students”, pointed out the Attorney General.

Richard Aguilar: new revelations from the Prosecutor's Office in the bribery case - Santander - Colombia

The Attorney General’s Office formally accused the ex-governor of Santander, Richard Alfonso Aguilar Villafor the alleged direction of the contracting to favor individuals, who would have agreed to pay gifts for the illegal awards.

Mayor's Office of Medellín announces the end of the peak of covid-19 - Medellín - Colombia

The decrease in the number of covid-19 infections in Medellin during the last week, going from 1,090 cases on Sunday, January 30, to 413 on Sunday, February 6, is one of the reasons why the authorities in the capital of Antioquia affirm that the new peak has already been surpassed.

This was reiterated by the mayor of Medellín, Daniel Quintero, who assured that said peak had been exceeded two weeks ago.
