The night of February 23, 2022, Colombian Juan Carlos Rivera began his long journey through Mexicali: his destiny was to cross the border of the United States at any cost.

Before starting his journey through the desert sands of this border area, he sent a WhatsApp voice message to his older brother, Jhon, who remembered what he said: “I have mistrust of the man who takes me, he has made me change cars several times.”

Then, he told his relatives that his cell phone was about to die, to pray and that they would hear from him once he reached the top and was safe, enjoying the American dream.

Months ago Juan Carlos was desperate for his present in Colombia. The economy of his home was scarce due to the ravages of two years of the pandemic. The business in his father’s butcher shop, with whom he worked, did not pick up and he had no other choice but to explore ways so that the crisis would not knock him down.

First, he got into debt with loans that allowed him to buy a car, with which he intended to work from sunrise to sunset on mobility platforms. That’s how he tried for a good part of 2021, but the accounts still didn’t add up.

“Brother, what do I do?” Jhon recalled that Juan Carlos asked him, desperate.
It was there, at the beginning of February, that they began to explore the possibility that Juan Carlos, the second of four brothers, would cross into the United States as many other Latin Americans and Africans do: through the gap.

And that border between Mexico and the United States, which has become a dream for many illegal migrants to cross, can also be a grave. According to data from the Customs and Border Protection Office, only in 2021 557 deaths of people seeking to cross illegally into US territory were recorded.

He did it to help his family

Such was his point of desperation to support his children and wife, whom he loved and adored, that he ventured

Juan Carlos was a man who lived for his children, ages 10, 6 and 3. With Karen, his wife, before the covid-19 pandemic broke out, they tried to travel through Colombia, but the couple’s economic muscle progressively weakened.

Xiomara Méndez, a close friend of the couple, commented that they planned to marry at the end of this year. A goal that would have been one of the heights of her happiness.

“I was trying to give everything to them. At the end of the year they planned to get married.” However, the happiness she projected was almost always being swallowed up by the anguish of debt and not being able to meet the needs of her family.

“He was a nervous man, that’s why it seemed strange to me that he made the decision to go through the gap to the United States. He always tried to be with a friend or a physical support. Such was the point of desperation of him to support his children and wife, whom he loved and adored, that he ventured. There was no complaint about him, he was a great person,” said Xiomara.

Juan Carlos, 37, devised his plan to travel to Mexico. With his brother Jhon, they watched videos, asked acquaintances who made that journey for advice, until they found the human trafficker, who is known in these worlds as the ‘coyote’; the man in charge of being the illegal transport across the border between the two countries.

The price that he assessed to cross it to the United States was 800 dollars (approximately 3 million Colombian pesos). Juan Carlos sold the car, with that money he bought tickets to Mexico and saved the money for the coyote.

The plan did not leave the family nucleus because of how convoluted and dangerous the subject could be for other people. Even more so when, just 4 months ago, Colombian Claudia Marcela Pineda and her 11-year-old daughter succumbed to high temperatures while crossing the Sonoran desert. The route that these compatriots had taken was also through Mexicali.

the day of the tragedy

After leaving his house in the Villa del Río neighborhood, in the south of Bogotá, saying goodbye to his children, wife, siblings and parents, this Bogota native left on February 21 for Cancun.

Two days later he took a flight to Mexicali, a city that borders the United States and is surrounded by the Sonoran desert, whose area is immense: it covers 260,000 square kilometers, which is why many people – like Claudia’s case – can lose their way and die of thirst and hunger if the coyote abandons them in a desolate field.

It was on February 23 that Juan Carlos met the coyote. That day he alerted Jhon: “In some voice notes, at 8:20 at night, my brother told me that the person was very strange. I tried to calm him down, I told him it was normal, because the Mexican police could get to them.”

A few minutes later, he wrote to Jhon again, telling him that the coyote had left him at a point where he had to walk 300 meters until he found a place where he would find other migrants.

During that walk through the desert, the man informed Karen that her cell phone was about to turn off due to running out of battery.

Hours passed. The family assumed that Juan Carlos had managed to cross the gap, despite the fact that he had not communicated.

After 48 hours, the communication about the whereabouts of Juan Carlos arrived. The Colombian consulate in Los Angeles, United States, informed the family, via email, that he was dead.

What happened in the desert?

Jhon says that the first thing he thought was that Juan Carlos had been murdered. It was strange to them. A thousand things came to mind.

The family, devastated by the news, began to consult with the United States authorities about the possible causes of Juan Carlos’s death.

The medical examiner explained to the family that the man’s body was found on the morning of Thursday, February 24, by Arizona border guards.

They left him there all night, alone. His mind could have played a trick on him, he got scared and ventured over the wall

Jhon stated that, after finding out what had happened, it was established that Juan Carlos was late for the group that was going to cross the border that night. He was left alone at the point where more migrants were supposed to arrive and after waiting for hours, not knowing what to do, he made a decision.

“Before him, it seems, there was a group of 14 people who had already been taken to cross the border. They left him there all night, alone. His mind could have played a trick on him, he got scared and ventured past the wall”, John counted.

This is the wall on the border between Mexico and the United States that Juan Carlos was trying to cross.

At that border point there are two walls, which are up to 9 meters high and are made of steel bars. Juan Carlos, according to his brother Jhon, was able to cross the first wall, but when he crossed the second, he fell and died instantly.
It is not known how long the Colombian waited for other migrants to arrive in the area, nor the hours that his body was lying in the desert.

“It is very sad. He hurts a lot for his three little children.” John said. Juan Carlos’s family is now trying to gather the resources to be able to repatriate the body of the Colombian, whose body will be delivered to an acquaintance this Saturday.

Supreme Court Reinstates Death Penalty for Boston Marathon Bomber

The U.S. Supreme Court on Friday reinstated the death penalty sentence for Boston Marathon Bomber Dzhokhar Tsarnaev.

The 6-3 ruling overturns a federal appeals court decision to void the sentence.

That 2020 ruling by the 1st Circuit Court of Appeals decision overturned Tsarnaev’s federal death penalty and instead sentenced the Kyrgyzstan-born terrorist to life without parole.

The appeals court said the trial judge improperly excluded evidence that showed Dzhokhar was heavily influenced by his older brother, Tamerlan.

On April 15, 2013, the brothers placed two homemade “pressure cooker” bombs near the finish line of the Boston Marathon that exploded as runners of the 42-kilometer (26-mile) race arrived.

The attack killed three spectators and injured more than 260 others.

A massive manhunt ensued. Three days later, the brothers shot and killed a Massachusetts Institute of Technology police officer. On April 19, Tamerlan died after the gun battle with police. For its part, the Mayor’s Office of Ibagué requested the closure of permits for climbers to the Los Nevados National Park.

“Unfortunately, the weather conditions are adverse, not only in Ibagué, but in the upper part of the snowy. Therefore we have requested the closure of the temporary ascent of the mountaineers to the Los Nevados National Natural Park. We cannot continue to risk the integrity and safety of our fellow citizens by making ascents in these conditions”, said César Gutiérrez, Secretary of Environment and Risk Management of the municipality.

On Saturday, people in the United States will mark the 10th anniversary of the death of Trayvon Martin, a 17-year-old Black youth who was shot to death in Sanford, Florida, in 2012. Martin’s death, and the subsequent exoneration of his killer at trial the following year, created a firestorm of public anger that many consider a seminal moment in the development of the Black Lives Matter movement.

Among them is civil rights attorney Ben Crump. In the foreword to an essay published this month by Sybrina Fulton, Martin’s mother, he wrote, “The not guilty verdict in the Trayvon Martin case was the catalyst for the Black Lives Matter movement, for the resounding call for justice when the people cried out: ‘Justice for Michael Brown,’ ‘Justice for Breonna Taylor,’ and ‘Justice for George Floyd.'”

Brown, Taylor and Floyd were all Black Americans killed by police officers. Floyd’s murder in Minneapolis in 2020, documented in video footage that showed him dying in the street with a police officer’s knee on his neck, ignited global protests that drew attention to the fact that individual Black Americans, particularly men and boys, are statistically far more likely to be killed by police officers than white Americans.

According to a study published in the Lancet, Black Americans were killed by police at more than three times the rate of non-Hispanic white people, between 1980 and 2018.

Though Martin’s death did not come at the hands of a police officer, his killer’s exoneration prompted calls for the reform of a legal system that, according to advocates for change, systematically undervalues the lives of Black Americans.

Martin’s death

Martin, who had recently turned 17 at the time of his death, had left home to buy candy and a drink at a nearby convenience store. On his way back, he encountered George Zimmerman, a volunteer for the local neighborhood watch. Zimmerman phoned police to report Martin as a “suspicious” individual.

Despite being told by a police dispatcher that he should not pursue Martin, who ran from him and was unarmed, Zimmerman gave chase. After a struggle, Zimmerman shot Martin in the chest, killing him.

Zimmerman was eventually charged with second-degree murder and manslaughter. In July 2013, a jury found Zimmerman innocent of both charges. The case hinged, in part, on the state of Florida’s “stand your ground” law, which holds that individuals who believe themselves to be in danger from another person have no duty to retreat before responding with force, including lethal force.

Martin’s family, including his father, Tracy Martin, and Fulton, his mother, helped lead an unsuccessful campaign to have Florida change its stand-your-ground law.

Signs of change

In the days leading up to the 10-year anniversary of Martin’s death, there have been signs suggesting the Black Lives Matter movement may have helped shift public attitudes on race, policing, and the use of force.

In Minneapolis last week, three police officers on the scene at George Floyd’s death were convicted on federal charges for their failure to intervene. Months earlier a jury found Derek Chauvin, the police officer who knelt on George Floyd’s neck, guilty of murder. The jury found all three officers had violated Floyd’s civil rights by willfully refusing to provide medical assistance. Two were found guilty on an additional charge stemming from their failure to intervene during the nine minutes Chauvin spent kneeling on Floyd.

Also last week, three Georgia men were found guilty of federal hate crimes for the murder of Ahmaud Arbery, a young unarmed Black man who was gunned down while jogging in a rural part of the state. The culprits, Gregory McMichael, Travis McMichael and William “Roddie” Bryan, had chased Arbery down in pickup trucks, and the McMichaels, who were both armed, confronted him with guns while attempting to make what they described as a citizen’s arrest.

A state court had already convicted all three men of murdering Arbery and sentenced them to life in prison. Georgia subsequently passed a hate crimes law, and repealed and replaced its law governing citizen’s arrests.

The case, with its obvious parallels to the Martin case, was particularly fraught because the three culprits were not arrested until two months after the murder even though their identities were known, and then only after the case was taken out of the hands of a local prosecutor.

Frustration and hope

In an essay published this month marking the 10th anniversary of her son’s death, Fulton wrote, “Even now, a decade later, when I see the continual acts of racial violence – against George Floyd, Breonna Taylor, Ahmaud Arbery – I don’t tell people that justice is coming, because we did not receive justice.”

However, Fulton also struck a hopeful note, writing, “We are at a turning point now. Things are changing. If the protests during the summer of 2020 showed us anything, it’s that we cannot afford to be silent.”

She added, “While one generation is getting older, we need the next generation to step up to the plate and use their voice on behalf of our people. The youth have the spirit and enthusiasm, we just need to show them how and then get out of their way. The very future of our people is at stake, and there’s no room for nonsense or playing games.”

Debate over the causes of death of the brother of a murdered athlete - Cali - Colombia

On February 15, Julián Andrés Tobón, a biomedical and electromedical doctor, was traveling on a motorcycle along the highway between the capital of Valle del Cauca and Jamundí.

The professional, who was going to provide a service in an entity on the border between Valle and Cauca, had not used his car due to the congestion between the two cities.

But at the height of race 127, Julián Andrés lost control of the vehicle and crashed into a utility pole. His death was on the spot.

Jorge Mario Tobón, Julián’s father, said “I invite the two Secretaries of Mobility and Infrastructure so that we can go to the site and show them the loopholes that are on that road, if they have not already covered them. Top U.S. officials are hopeful that a risky nighttime raid, months in the making, will deal one of the world’s most resilient terror groups a long-lasting setback and blunt its efforts to strike at the United States and its Western allies.

U.S. President Joe Biden announced the death of reclusive Islamic State leader Amir Muhammad Sa’id Abdal-Rahman al-Mawla early Thursday, hours after U.S. special forces left his hideout and his body in northwest Syria’s Idlib province.

Al-Mawla “oversaw the spread of ISIS-affiliated terrorist groups around the world,” Biden told reporters gathered at the White House, using an acronym for the terror group, which is also called IS or Daesh.

“After savaging communities and murdering innocents, [al-Mawla] was responsible for the recent brutal attack on a prison in northeast Syria holding ISIS fighters,” the president said. “This operation is testament to America’s reach and capability to take out terrorist threats no matter where they try to hide. … We will come after you and find you.”

Al-Mawla

Al-Mawla, known by multiple aliases, including Abu Ibrahim al-Hashimi al-Qurashi and Hajji ‘Abdallah, was born in Iraq in 1976 and became a religious scholar who rose through the terror group’s ranks, becoming a top aide to former IS leader and self-declared caliph Abu Bakr al-Baghdadi.

By the time Baghdadi died in a U.S. raid on his hideout in northwestern Syria in October 2019, al-Mawla had become the heir apparent, having overseen IS’s slaughter of the Yazidi religious minority and some of the terror group’s global operations.

As leader, al-Mawla was even more reclusive than Baghdadi, who made occasional speeches to rally supporters, leading some analysts to wonder how much control he retained as IS affiliates outside Syria and Iraq gained in power and prominence.

U.S. officials, however, said al-Mawla was finding ways to be effective in building and expanding the bureaucracy that underpinned the terror group’s networks.

“While Baghdadi was iconic and a philosopher figure in ISIS, this guy was actually far more of an operational planner and a director of operations,” General Kenneth “Frank” McKenzie, the commander of U.S. Central Command, told a virtual conference late Thursday.

Disrupting IS operations

Al-Mawla “was every bit as evil and every bit as committed to attacks on the United States and our partners,” McKenzie said, adding that al-Mawla’s death could see IS leaders in Syria and Iraq cede power to regional affiliates.

But the affiliates could also suffer with al-Mawla out of the way.

“When you don’t have a central core that can disperse money and share money among competing franchises, it makes it harder for them to be resourced,” McKenzie said. “I think it’s going to be a significant blow.”

U.S. officials are also hoping the way in which al-Mawla died will further demoralize the terror group and its force of 8,000 to 16,000 fighters spread across Syria and Iraq.

“In a final act of cowardice and disregard for human life, [al-Mawla] detonated a blast, a significant blast, killing himself and several others, including his wife and children,” a senior administration official who spoke on the condition of anonymity to discuss the U.S. operation told reporters.

“The blast was so large on the third floor that it blew bodies outside of the house and into the surrounding areas,” the official added.

The raid

U.S. defense officials said al-Mawla set off the explosion shortly after U.S. forces arrived at his hideout, a nondescript building in a residential section of Atmeh, a town in Syria’s Idlib province, not far from the border with Turkey.

Using a megaphone, the U.S. forces asked for al-Mawla and one of his senior deputies to allow noncombatants to leave, and to give themselves up.

Officials said a family of six living on the first floor got out, with the explosion shaking the building not long after.

“Let me be very clear, [al-Mawla] did not fight,” McKenzie said. “He killed himself and his immediate family without fighting, even as we attempted to call for his surrender and offered him a path to survive.”

Al-Mawla’s deputy and his wife then barricaded themselves on the second floor, dying after engaging in a firefight with U.S. forces.

One child on the second floor was also killed, though four others were rescued by U.S. troops.

Children among the dead

Initial reports from groups such as the British-based Syrian Observatory for Human Rights said at least 13 people had been killed, including three women and four children.

Save the Children, an international humanitarian organization, said late Thursday that at least six children had been killed, calling the deaths “deeply alarming and unacceptable.”

U.S. officials insisted they had taken all possible precautions, blaming the deaths on the IS leader himself.

“We had a good sense of who was in the building … and had taken numerous safeguards throughout the rehearsals and planning to protect those individuals,” a second senior administration official said.

He added that military planners even opted for a raid, with U.S. forces scheduled to be on the ground for two hours, instead of an airstrike, to minimize harm to noncombatants.

Complications

U.S. military officials said despite the success of the initial operation, there were some complications.

One of the helicopters used to get troops to al-Mawla’s hideout experienced mechanical difficulties and had to be abandoned and destroyed shortly after leaving the site.

U.S. forces also briefly came under attack from fighters with the al-Qaida-affiliated Hayat Tahrir al-Sham, killing two of them in the ensuing firefight.

The presence of al-Qaida-linked fighters, however, was not unexpected given that northwestern Syria doubles as a hub for al-Qaida, IS’s main rival, and, according to U.N. member state intelligence agencies, “a strategic location for [IS] fighters and family members, in particular as a gateway to Turkey.”

US partners

The U.S. operation quickly earned praise from key partners, including the coalition-backed Syrian Democratic Forces.

“This is a strategic gain,” SDF spokesman Farhad Shami told VOA on Thursday, calling al-Mawla’s death “significant.”

SDF officials, still feeling the sting of the nearly weeklong IS attack and uprising at al-Sina’a prison in Hasaka, have warned the incident was part of a larger plot by the terror group to take and hold territory.

They have also said that much of the planning for the attack, which killed more than 100 soldiers, guards and prison staff, had come from IS leaders, including al-Mawla, something U.S. officials confirmed Thursday.

“We consider this operation of eliminating [the] ISIS leader as revenge for their attack on Hasaka,” Shami told VOA, adding that SDF forces had provided resources and intelligence to the U.S. forces who carried out the raid.

Iraqi officials Thursday also celebrated al-Mawla’s demise and tweeted that Iraqi intelligence had contributed information leading to his location.

IS reaction

IS followers have also started to react to al-Mawla’s death, though initial posts on social media platforms reflected a strong sense of disbelief.

“What is the truth in the news of the Caliph’s martyrdom?” one supporter wrote in a post captured by Jihadoscope, a company that monitors online activity by Islamist extremists.

“Impure media are spreading rumors everywhere,” the follower added.

Another decried the initial report as “fake news,” accusing the U.S. of fabricating events to boost its own morale.

But Jihadoscope co-founder Raphael Gluck told VOA that as the hours passed, more IS followers began to accept that al-Mawla had indeed been killed and began focusing their anger at the U.S. and al-Qaida, accusing the terror group’s affiliates of collaboration.

What’s next for IS

U.S. officials say they are watching closely, with IS expected to name a successor. But those plans may have been complicated by recent developments in Iraq.

In October, Iraqi forces arrested Sami Jasim Muhammad al-Jaburi, also known as Hajji Hamid, described by the Pentagon as “one of ISIS’s most senior leaders.”

One Western counterterrorism official, speaking to VOA on the condition of anonymity to discuss intelligence, called al-Jaburi’s arrest “very significant” as al-Jaburi was seen as a candidate to potentially replace al-Mawla should he be killed or captured.

A coalition of media organizations has asked a federal appeals court to intervene to ensure public access to the trial of three former Minneapolis police officers charged with violating George Floyd’s civil rights.

At issue is Magnuson’s closure of a hearing that he planned for January 21 on defense motions to exclude certain evidence. Prosecutors and the media coalition objected to the closure.

Walker wrote that the judge appeared to cancel the hearing, but then held what was first called a “trial management conference” that the court later labeled an “in-chambers proceeding.”

Both were conducted in private.

Magnuson rejected the media coalition’s challenge of the closure as “moot” after he canceled it.

In a written order after he was asked to reconsider, he stood by his earlier decision, writing that the proceeding in chambers “was not a hearing at all” and that neither the public nor media had a right to access it.

He also sealed the proceeding’s transcript, which he said was brief and of no import. Its release would be “contrary to the efficient administration of justice in this matter,” Magnuson wrote.
