El alcalde de Cali, Jorge Iván Ospina, resaltó la importancia que tiene la institución educativa Santa Librada para la ciudad y anunció que en el marco de su bicentenario se trabaja en el fortalecimiento de este centro educativo.
“En el 2023 se cumplirán sus 200 años de historia y la Alcaldía de Cali busca que se convierta en una gran ciudadela educativa, con una cuantiosa inversión que pueda superar un poco su fragilidad de infraestructura y tecnología”, dijo Ospina.
El mandatario destacó que Santa Librada “es el único colegio verdaderamente republicano, es un colegio constituido por Santander y en ese sentido es un proyecto que nace desde la propia Independencia”.
Según Ospina, el centro educativo también debe apostar a replantear su relación con la Calle 5, de manera que sea más armónica. “Eso es lo que queremos desarrollar entendiendo que con Ciudad Paraíso y todo lo que viene ocurriendo en el centro es fundamental potencializar sus capacidades académicas”, indicó Ospina.
La palma de cera es considerada de acuerdo a la Ley 61 de 1985, como un Árbol Nacional de nuestro país y además, hábitat para muchas especies, entre ellas el Loro Orejiamarillo (Ognorhynchus icterotis) y el Oso de Anteojos (Tremarctos ornatus), especies declaradas en vía de extinción.
El Departamento Administrativo de Gestión del Medio Ambiente – Dagma, inicia la campaña de protección y conservación de la palma de cera especialmente para la época previa a Semana Santa e invita a la ciudadanía a no usar las palmas silvestres para el Domingo de Ramos.
Por muchos años, la costumbre de utilizar las palmas silvestres, especialmente la de cera y la de vino, para las celebraciones religiosas (Domingo de Ramos) ha puesto en peligro la vida silvestre y en riesgo los ecosistemas. Estas palmas tienen relaciones benéficas, sirven de refugio y alimento de diferentes especies de fauna.
A través de la campaña ‘Vivamos Semana Santa sin Palma de Cera’, el Distrito busca concientizar a los ciudadanos sobre la importancia de las palmas silvestres, puntualmente las de cera y de vino, que son comercializadas ilegalmente para el tejido de ramos utilizados en las celebraciones religiosas.
«Tenemos que lograr eliminar por completo el uso de la palma silvestre en nuestra celebración del Domingo de Ramos. Aunque hemos evidenciado un cambio de percepción frente a la importancia de usar otras alternativas que simbolicen esta celebración por parte de la comunidad, se continúan comercializando en las entradas de las iglesias ramos elaborados con materiales de la palma de cera, la Iraca, la Areca, entre otros, por eso, además de controlar, queremos sensibilizar a los feligreses sobre la importancia que tiene para el medio ambiente, abstenerse de distribuir ramos que contengan este tipo de hoja que está en vía de extinción”, indicó Francy Restrepo Aparicio, directora del Dagma.
La Autoridad Ambiental invita a remplazar estas especies silvestres por plantas de cosecha, así como las espigas de trigo, el carapacho u hojas de maíz conocido como amero. Igualmente, realizar ramos artificiales elaborados en papel, cartón u otros materiales puede ser una alternativa que no atenta contra el medioambiente.
La tala de la Palma de Cera está prohibida y las personas que sean sorprendidas talando, movilizando o comercializando productos provenientes de esta especie serán sancionadas por la Corporación Autónoma Regional del Valle del Cauca-CVC, con el decomiso del material, multas Y /o arresto, según Decreto Ley 2811 de 1974.
Alternativas para el Domingo de Ramos
Para vivir una Semana Santa sostenible y responsable con la naturaleza, el Dagma recomienda elaborar los ramos en materiales alternativos como la cáscara de amero (el mismo de las mazorcas), o utilizar follaje o plantas vivas sembradas en viveros, como las palmas robelina o areca.

El Dagma, la Policía Ambiental y Ecológica, la Arquidiócesis y demás entidades distritales hacen un llamado a la comunidad para que evite prácticas que pongan en riesgo la flora silvestre y los ecosistemas estratégicos de la ciudad, la región y el país e invita para que en la Semana Santa que se avecina cuiden las especies y denuncien cualquier actividad que atente contra la flora, ya sea su extracción, comercialización o transporte ilegal.
Más de 20 voluntarios de la comunidad Eco- Altos de Santa Elena, en una sola mañana retiraron cuatro toneladas de residuos del río Meléndez, desde el nacimiento de la quebrada Indumil hasta Casa Loma, dándole un respiro y una nueva vida este importante afluente de Santiago de Cali.
Con el propósito de contribuir al mantenimiento de la calidad del agua y la salud ambiental de su entorno, la comunidad del Eco- Altos de Santa Elena, se unió para liberar la franja forestal protectora de la quebrada afluente del río Meléndez.
Lo hizo a través en una jornada de trabajo que inició con un proceso sensibilización sobre el valor, importancia y belleza de este ecosistema. El Guardaparque, Dagoberto Angulo, invitó a la comunidad a recorrer la quebrada Indumil desde su nacimiento hasta Casa Loma, retirando de su entorno todo aquello que muchas personas arrojan a su cauce.
John Anderson Grijalva, presidente de la Junta de Acción Comunal de Altos de Santa Elena, agradeció la dedicación y el empeño de todos los que participaron en esta actividad y señaló que, como líderes sociales, tienen el reto de sensibilizar a su comunidad para que no continúen impactando con residuos la margen protectora de la quebrada.
“Es muy importante conservar esta quebrada, que hace parte de la cuenca del río Meléndez. De esta área protegida dependen centenares de animales silvestres que a diario vemos transitar desde nuestras casas y también depende el agua que tomamos los caleños” puntualizó.
Esta actividad liderada, desde la subdirección de Ecosistema y Umata del Departamento Administrativo de Gestión del Medio Ambiente – Dagma, contó con la activa participación del Comité de Comanejo de la Reserva Municipal de Uso Sostenible del Río Meléndez, Sigac, Inciva, Uaesp, Promovalle, JAC Altos de Santa Elena, Ejército Nacional y la Fundación Mujer USE.

Among other warnings they suggest not to park vehicles under trees, power poles, billboards or other types of elements that can fall due to the effect of the winds.
Also deposit garbage in its place, to reduce the risk of fires in the vegetation cover.
During wind alerts, do not set sail in shallow-draft vessels without authorization from the port captain’s office.
Likewise, do not allow children and the elderly to enter the sea without their supervision and company and recommend refraining from using floats on the beaches.
