El señor coronel Fredy Ferney Pérez Pérez, comandante del Departamento de Policía Arauca presenta a la comunidad el informe previo a la audiencia pública de rendición de cuentas, para contextualizar a la comunidad de los temas a tratar en el evento a realizarse el día 29/03/2022 en el salón social del comando de departamento de Policía Arauca. La rendición de cuentas es “el proceso conformado por un conjunto de normas, procedimientos, metodologías, estructuras, prácticas y resultados mediante los cuales, las entidades de la administración pública del nivel nacional y territorial y los servidores públicos informan, explican y dan a conocer los resultados de su gestión a los ciudadanos, la sociedad civil, otras entidades públicas y a los organismos de control, a partir de la promoción del diálogo” (Artículo 48 Ley 1757 de 2015).

Es una expresión de control social, que comprende acciones de petición de información y explicaciones, así como la evaluación de la gestión. Por tanto, busca la transparencia de la gestión y la Administración Pública para lograr la adopción de los principios de Buen Gobierno, eficiencia, eficacia y transparencia. Así mismo, permite visibilizar las acciones que se desarrollan para el cumplimiento de los derechos de los ciudadanos y su contribución a la construcción de la paz. 

Objetivos de la Rendición de Cuentas

· Fortalecer el sentido de lo público.

· Recuperar la legitimidad para las Instituciones del Estado.

· Facilitar el ejercicio del control social a la gestión pública.

· Contribuir al desarrollo de los principios constitucionales de transparencia, responsabilidad, eficacia, eficiencia e imparcialidad y participación ciudadana en el manejo de los recursos públicos.

· Servir como insumo para ajustar planes, programas y proyectos de manera que responda a las necesidades y demandas de la comunidad.

Soldado nariñense apareció muerto en Batallón de Arauca

Familiares del soldado exigen respuesta por parte de la institución para establecer lo sucedido con Edilver Daza Chávez de 26 años de edad.

Conmocionados se encuentran los familiares del soldado profesional, Edilver Daza Chávez, oriundo del municipio de Taminango, que fue hallado sin vida en el Batallón de Tame, Arauca.

Los hechos fueron denunciados por familiares de la víctima, al señalar que la situación se registró en el Grupo Mecanizado No.18 General Gabriel Revéiz Pizarro.

Denunciaron, que todo habría transcurrido de manera normal, y que de un momento a otro, un Sargento se comunicó para informarles que al parecer, el uniformado se había quitado la vida.

Estos hechos, generaron conmoción, pues manifiestan que el joven no tenía dificultades.


Sin embargo, minutos después, recibieron otra llamada en la cual les informaron que se trató de un accidente, en donde se le habría disparado el fusil; en un principio les habrían manifestado que habría un testigo, pero luego aseguraron que nadie había visto nada.

“Me parece algo muy extraño, porque mi familiar tiene dos impactos de arma de fuego, imposible que la misma persona se haya propinado dos disparos con el arma; esperamos que llegue el cuerpo a su ciudad de origen para ser sometido a una nueva necropsia”, indicaron.

Exigieron que se requiere información oficial de lo ocurrido con el joven.

Por otro lado, dieron a conocer que el uniformado llevaba 9 años en la Institución

Posteriormente, fue trasladado a Bogotá y a la fecha no se tiene establecido su trasladado al municipio de Taminango, en Nariño.

A Mayerly Briceño se le escucha por teléfono tan indignada como se le ve en los videos, que en las últimas semanas la han vuelto popular. “El pueblo tiene miedo, pero no nos vamos a resignar y no vamos permitir volver a revivir esa época de dolor y de violencia que ya hemos vivido. El pueblo no está dispuesto a seguir derramando sangre”, dice mirando a la cámara. Detrás de ella caminan decenas de personas vestidas de blanco y con carteles que piden paz. Su región, Arauca, en la frontera con Venezuela, ha vivido un violento inicio de año. El tercer día de enero se registraba el asesinato de más de 30 personas en medio de la disputa territorial entre guerrilleros del ELN y disidencias de las antiguas FARC. “Al menos 400 personas han tenido que desplazarse”, apunta Briceño que, con 26 años, sabe bien qué es tener que huir por la guerra.

Cuenta que cuando tenía cinco años, su familia tuvo que abandonar la casa en la que vivía por el asedio de grupos armados. Creció en Botalón, un pequeño caserío rico en producción de plátano y conocido por la ganadería, vecino de Tame, uno de los blancos de la violencia en esa zona. Briceño dice que cuando era niña había advertencias sobre qué caminos no pisar porque podía explotar una mina. “Creíamos que esa era la única forma de vida posible, nos acostumbramos a que fuera ‘normal’ no poder ir a la cancha de fútbol de la escuela porque de pronto estaba minada o a tomar un único camino para ir de un lugar a otro y así evitar que algo nos explotara si nos aventurábamos a tomar otra ruta”, cuenta desde Bogotá, a donde llegó el fin de semana acompañada por otros araucanos para denunciar la violencia que están viviendo.

Desde el 2 de enero sobre Arauca solo se tienen malas noticias. El día 3, combates entre grupos armados en la zona dejaron una veintena de muertos y obligaron a cientos de familias a abandonar sus casas. Esta semana una empresa de oxígeno medicinal fue atacada con un explosivo. Unos días antes, el 20 de enero, un coche bomba explotó en el centro de Saravena, hubo dos muertos y cinco heridos. “Somos víctimas del rompimiento de un pacto que había entre el ELN y las disidencias de las FARC, volvieron los cilindros bomba, los desplazamientos”, dice Briceño, que es parte de la Red Colombiana de Líderes Juveniles-Red Kolumbien.

Juan Pappier, experto para Colombia de Human Rights Watch, advertía hace unos días a este diario que en esa región podía resucitar el conflicto que durante décadas azotó a la población debido a la aparente ruptura de la alianza entre el ELN y una disidencia de las FARC. “Hemos recibido denuncias graves de muertes, desplazamiento forzado y secuestros. Es urgente que las autoridades tomen medidas para proteger a la población civil y asistir a las víctimas”, advertía Pappier a inicios de este año. Pero los llamados a atender la crisis que se vive en esa región no han sido atendidos. Briceño dice que la presencia militar no es suficiente. “Sáquennos de su guerra. Estamos en medio del fuego cruzado, ya sabemos lo que es vivir bajo ese horror. La salida no son más militares, ya hemos visto que eso no ha funcionado, necesitamos una salida a través del diálogo”, dice la líder, que denuncia que no terminan de registrar un atentado, cuando ya se está produciendo otro. Este lunes, los medios nacionales hablaban de un nuevo hostigamiento en la región. Guerrilleros de las FARC habían lanzado cilindros bomba a tropas del Ejército. No hubo muertos, pero la ciudadanía vivió otra jornada en medio de la guerra.

Briceño asegura que en su pueblo hay gente con una maleta con ropa lista por si tiene que huir. “Todos están asustados”, dice. En muchos pueblos de Arauca, a las seis de la tarde ya no hay nadie en las calles. Hay toques de queda y la población vive con miedo. Los secuestros han regresado. Organizaciones de derechos humanos reportaron la semana pasada dos secuestros, casi simultáneos. Mientras las familias de cuatro personas celebraban su liberación tras varios días a manos de grupos armados, en otro punto de la región se llevaban secuestrados a otros tres. La gente ya no sabe qué hacer para protegerse. Un habitante del lugar decía al diario El Colombiano que había tenido que sacar a su familia escondida en un camión cargado de plátanos. “Yo no podía permitir que se llevaran a otro hijo y no volver a saber de él”, explicaba.

La violencia apunta contra todos. Este martes, el periodista Emiro Goyeneche, director de un medio comunitario, recibió una amenaza de muerte. “[Recibí] un panfleto del frente 28 de la FARC, donde me amenazaban como periodista, como director de un medio de comunicación comunitario de la región. Nosotros, desde que inició el conflicto entre las dos insurgencias, entre las disidencias de la FARC y del ELN, la verdad que no hemos emitido ningún comunicado de las dos guerrillas”, decía el hombre a medios nacionales.

El sistema para la paz, conformado por varias instancias como la Jurisdicción Especial para la Paz (JEP), exhortó al Gobierno a abrir el camino del diálogo con los grupos armados. “Lo que viene ocurriendo y las amenazas que se están concretando en contra de la población exigen una respuesta humanitaria que desincentive más ataques en contra de la vida, la libertad y la integridad de los habitantes de este territorio”, decía la JEP en un comunicado.

“Arauca está al límite”, dice por su parte Briceño. Además de la crisis de violencia, la región afronta un desafío político. El gobernador, elegido en las urnas, fue capturado por presuntos vínculos con organizaciones criminales. Como encargado ha quedado un exgeneral del Ejército señalado por su presunta relación con los asesinatos de jóvenes que hicieron pasar por guerrilleros dados de baja en combate, en el caso conocido como “falsos positivos”.
