Only in the month of January of this year, the Personería de Medellín registered that 154 people live the scourge of forced displacement.

This figure, compared to the same period in 2021, shows a decrease of 426 people, since during January of the previous year there were 580 reports of displaced people.

According to this agency of the Public Ministry, in total 45 municipalities with origin of these victims have been reported during January 2022among which are the municipalities of Bello, Quibdó, Apartadó, Turbo, Sabanalarga, Bagadó, Dipurdú, Arauca, Dabeiba, Ituango, Caucasia, San Rafael, Chigorodó, among others.

The population that has most reported being affected is men, up to now with 79 cases, followed by women with 75. Among the main reasons for this scourge reported to the Ombudsman of the capital of Antioquia, forced displacement is in the first place, followed by for threats, homicide, crimes against freedom and sexual integrity and forced disappearance.

Intra-urban displacement

Regarding intra-urban forced displacement in Medellín, a decrease of 128 people has been registered for January 2022 compared to the same month of the previous year, due to the fact that for January 2021, there were 155 cases of people victims of this fact, while for January of this year was 27 people, which represents a decrease of 82.58%; which revealed motives such as threats, forced displacement, forced disappearance and homicide.

The communes that present the most cases are; Commune 12 – La América, Commune 13 – San Javier, Commune 4 – Aranjuez, Commune 8 – Villa Hermosa and Commune 7 – Robledo.

The most affected population in this displacement have been women, so far 14 have denounced while 13 men go. Likewise, those involved in this situation, according to the victims, are neighborhood criminal organizations, the public force, a paramilitary group and unidentified groups.

The District Personery of Barranquilla initiated special surveillance of all the EPS after learning of the decision of guardianship of the Third Municipal Civil Court that favors children and older adults with cognitive and physical disabilities, whose care had been denied by the liquidated Coomeve EPS.

Este jueves en la tarde llegó una comisión al lugar en Granada, para revisar el sitio donde talaron los dos árboles, que según el Dagma, eran Ficus en mal estado y riesgo.

El pasado 12 de enero, la tala de dos grandes árboles en un andén en el barrio Granada, y que quedaban al frente del Starbucks tomó por sorpresa a la gente, y en redes, se viralizaron las imágenes con mensajes que en su gran mayoría, señalaban como responsable al café, sin embargo, al Dagma, la petición de tala la hicieron varios de la zona.

A pesar del rechazo y crírticas, el Dagma respondió que eran Ficus enfermos, «un riesgo» y que sembrarán especies nativas para evitar problemas futuros.

Sin embargo, la polémica por el panorama en la esquina de la Avenida 9 norte con 14, se ha agudizado.

Allí, inspeccionaron, midieron, tomaron fotos, vídeos, evaluaron el estado de las raíces que quedaron en el lugar.

La raíz no estaría ‘podrida’, por tanto posiblemente sea con estudios de laboratorio que se determine el real estado en el que estaban los Ficus.

Ya en esta cuadra, antes de que ubicaran el Starbucks tuvieron que quitar un árbol, que en medio de un fuerte aguacero se cayó. Otras plantas, se mantienen en el lugar.

TuBarco había revelado el día 13 de enero, algunos de los detalles de este procedimiento que realizaron entre el Dagma y la CVC.

Los árboles que fueron talados son «dos individuos arboreos del genero Ficus, fueron evaluados, gracias a una alerta ciudadana en días anteriores por ingenieros forestales y y profesionales de la cuadrilla arbórea El Azul, de la dirección de gestión de calidad del DAGMA».

El resultado de esa evaluación, «detectaron varios inconvenientes».

Hace dos años, uno de los árboles estaba derecho pero su raíz ya representaba problemas.

Así estaba uno de los ficus talados, «se estaba desprendiendo».

«Éstos árboles fueron sembrados en emplazamientos muy reducidos que no han permitido un desarrollo normal de raíces», indicaron desde el Dagma.

Se intervino inicialmente un árbol de Leucaena (especie invasora) «que estaba creciendo en uno de los emplazamientos, y posteriormente con la ayuda de contratistas de CVC, que está ejecutando recursos de sobretasa ambiental, se coordinó y realizó la intervención de forma inmediata».

El ingeniero Franklin Castillo, director de Calidad Ambiental de la entidad ambiental distrital, informaba que «los Ficus no son árboles originarios de nuestro ecosistema, se trata de especies introducidas que en algunos de los emplazamientos de la ciudad generan conflicto».

En el caso del barrio Granada, indicaba que «había compromiso de redes eléctricas, infraestructura pública sin ser muy complejo, pero el principal riesgo está en la inminente caída de los mismos».

Se están evaluando otras especies de la zona, pero hasta ahora, no se ha detectado ninguna con nivel de riesgo de caída.

TuBarco conoció que si requieren mantenimiento y tratamiento fitosanitario.

En el caso de los emplazamientos donde estaban los dos ficus talados, «pondremos árboles medianos, nativos de nuestra Cali y apropiados para estas condiciones».

Según el Dagma, el café StarBukcs «no está relacionado con el procedimiento».

Esto, porque los árboles estaban frente a la terraza del lugar, alrededor hay otras plantas.

En Granada, pero no es la única zona donde los árboles han reventado andenes, dañado tuberías y hasta fachaddas y muros. Muchos, fueron sembrados (los Ficus no son nativos) cuando ya se habían construido casas y negocios.

En varias zonas de Cali, se sembraron árboles y otras plantas, sin una aseroría ni acompañamiento para determinar posibles afectaciones a futuro.

Personería corroboró deficiente servicio en Sanidad de la Policía en Tuluá

Personería Municipal realizó visita en la que se establecieron compromisos a cumplir por parte de la entidad de salud.    

Atendiendo el llamado angustioso de centenares de usuarios de Sanidad de la Policía Nacional en Tuluá, la Personería Municipal visitó las instalaciones del ESPRI en esta localidad del centro del Valle, encontrando una serie de irregularidades que fueron denunciadas por policías activos, pensionados y sus familias.  

En la dependencia que presta entre otros servicios consulta por medicina general, odontología general, psicología, planificación familiar, consulta preventiva adolescente y adulto joven, adulto y adulto mayor, hay un común denominador y es la deficiente atención.

Policías activos, pensionados y familiares padecen por el pésimo servicio de salud.

Así lo conceptuó el delegado del Ministerio Público, entidad que informó que se establecieron unos compromisos que serán sometidos a un seguimiento especial con miras a mejorar el servicio a los pensionados y policías activos, quienes de manera constante presentas quejas por fallas en la atención.  

“Hay muchas quejas por la mala atención, por ello en cabeza del personero municipal, Pedro Ordoñez, realizamos una visita encontrando muchas situaciones que requieren un proceso de cambio y seguimiento muy fuerte”, expresó el delegado para los derechos humanos de la Personería, Martín Hincapié.
