Las imágenes de combates urbanos y bombardeos de edificios e infraestructuras en la ciudad han sido constantes desde el 27 de febrero. En el vídeo que acompaña a esta noticia se puede ver el antes y después del bombardeo de dos escenarios urbanos en Járkov: el edificio de la administración regional, en la Plaza de la Libertad, y el Colegio Especializado número 134, muy cerca del centro de la urbe. En esta secuencia se incluyen vídeos y fotografías distribuidas por redes sociales que han sido verificadas por EL PAÍS.

Una cámara de seguridad captó a primera hora de este martes cómo un misil de crucero ruso impactaba justo frente a la fachada de un edificio de la administración regional, ubicado en la plaza más grande de Europa y la novena del mundo, la Plaza de la Libertad de Járkov. A las pocas horas, el presidente ucranio, Volodímir Zelenski, se refirió a este ataque como un “crimen de guerra en una ciudad pacífica con áreas residenciales pacíficas, no con instalaciones militares”. “Varios testigos prueban que ha sido una destrucción deliberada de población civil, un acto de terrorismo de estado”, remarcó el presidente en un comunicado de vídeo difundido por redes sociales.

Apenas a cuatro kilómetros de la Plaza de la Libertad, en la calle Shevchenka, se encuentra el Colegio Especializado número 134. Desde que las tropas rusas entraron a la ciudad, ha sido un escenario de enfrentamientos con el Ejército ucranio. La imagen más cruda llegaba la madrugada del lunes, con el colegio calcinado tras un incendio provocado por los combates urbanos entre ambos Ejércitos.

El Brasil de Bolsonaro y la Argentina de Fernández intentan mantenerse en el terreno de la neutralidad desde que Rusia invadió Ucrania el 24 de febrero. Habían pasado solo ocho días después de que el presidente brasileño fuera recibido en Moscú por Vladímir Putin y veinte desde una visita similar del argentino. Ambos presidentes latinoamericanos destacaron entonces las buenas relaciones que mantienen con el Kremlin. Pero la guerra lo ha trastocado todo. La tensión diplomática deja poco espacio para los grises, y tanto Bolsonaro como Fernández, ubicados ellos en las antípodas ideológicas, enfrentan problemas domésticos por su posicionamiento internacional.

Bolsonaro, que se mueve con enorme torpeza en los asuntos internacionales, insistió el domingo con la idea de la neutralidad. “El voto de Brasil no está definido y no está vinculado a ninguna potencia. Nuestro voto es libre. Nuestra posición es de equilibrio”, declaró, tras mofarse de que los ucranios pusieran en las últimas elecciones “en manos de un comediante el destino de una nación”. El mandatario se refirió a la guerra europea durante una comparecencia en medio de sus vacaciones playeras con motivo del Carnaval. El presidente Volodímir Zelenski es un antiguo actor y empresario que ganó las elecciones con un discurso anticorrupción y antipolítica, ejes precisamente de la campaña del brasileño.

Brasil ha criticado la intervención militar rusa y pedido un cese inmediato de las hostilidades pero sin llegar a condenar expresamente la invasión de Ucrania. Este martes en la ONU criticó el suministro de armas a Kiev y las sanciones a Moscú, y reclama una solución negociada. Su pronunciamiento más duro fue votar el viernes en el Consejo de Seguridad a favor de una resolución que desde el principio estaba llamada a fracasar porque Rusia ejerció su derecho de veto. Al día siguiente, Brasil eludió sumarse en la OEA a una declaración de condena, de manera que quedó alineado a Argentina, a Bolivia y a los aliados más estrechos de Putin en la región: Nicaragua y Cuba.

La diplomacia brasileña ha mantenido históricamente una postura de neutralidad en los foros internacionales, incluso durante la Guerra Fría. La decisión de Bolsonaro de mantener a toda costa su visita oficial a Moscú cuando los tambores de guerra eran ya intensos molestó a EE UU, que quiso evitar el viaje y una vez consumado expresó su enfado públicamente. Cada vez que Bolsonaro habla de Ucrania apela al suministro de fertilizantes. Rusia es, con su aliado Bielorrusia, el primer suministrador de este bien crucial para el sector agrícola brasileño, cuya importación ya sufría complicaciones por sanciones impuestas a ambos países antes de que estallara el actual conflicto.

La situación de Argentina es también la de aliado con Rusia, aunque la guerra ha introducido matices. El Gobierno de Alberto Fernández fue el primero en aprobar el uso de la vacuna Sputnik V contra el coronavirus, un paso clave para la llegada del vial ruso a América Latina. Pero las buenas relaciones vienen de lejos, de tiempos del Gobierno de Cristina Fernández de Kirchner, cuando se intensificaron las relaciones comerciales. En su viaje a Moscú, el 4 de febrero pasado, el presidente Alberto Fernández ofreció a Rusia ser “la puerta de entrada” a la región, una gesto que cayó muy mal en EE UU. La Cancillería argentina se amparó en la tradición de neutralidad de su diplomacia, donde no hay amigos ni enemigos. “El único alineamiento que tenemos es con los intereses de los argentinos y argentinas. Mientras Fernández hablaba en el Congreso, los legisladores opositores colocaron banderas ucranianas en sus bancas.

Los continuos ataques y amenazas entre el Ejecutivo y el Congreso de Perú son como un par de contrincantes de boxeo que forcejean uno agarrado del cuerpo del otro desde 2018. En consecuencia, los ciudadanos cada vez creen menos en las instituciones, el Parlamento tiene un 82% de desaprobación y el presidente un 63%, según el Instituto de Estudios Peruanos. En los siete meses que lleva Castillo en el Gobierno la crisis es constante. En un nuevo episodio de esta dinámica, la noche del lunes dimitió el ministro de Transportes, Juan Silva, mientras el Congreso debatía una moción de censura en su contra por nuevas investigaciones fiscales de concesiones amañadas. Con Silva, son ya 30 los ministros que han pasado por los gabinetes del maestro rural.

Silva era uno de los cuatro sobrevivientes del primer Gobierno que formó el presidente Pedro Castillo a fines de julio cuando asumió el mandato. Permaneció en el cargo pese a que desde noviembre la prensa había denunciado que una gestora de intereses traficó influencias a favor de una empresa para el contrato de construcción de un puente, por 61 millones de dólares. La concesión infringió las normas de contratación estatal y fue anulada en enero. Sin embargo, como en el Congreso están representados los transportistas informales y Silva promovía normas a su favor, no prosperaron las mociones de censura contra él.

Su tiempo en el Gobierno terminó este lunes, después de que el domingo la prensa de Lima publicara partes de la declaración a la Fiscalía de la lobista Karelim López. La empresaria aseguró que el ministro Silva formaba parte de una red que amañaba licitaciones, junto con cinco congresistas del partido Acción Popular, el ex secretario general de la presidencia, sobrinos de Castillo y el propio jefe de Estado, entre otros.

Castillo negó el domingo ser parte de una red de crimen organizado y arremetió contra el Ministerio Público mientras congresistas de la oposición y medios de comunicación pedían la vacancia presidencial, su renuncia o su destitución. “La Fiscalía estaría formando parte de un complot para desestabilizar al Gobierno”, cuestionó el profesor rural y sindicalista. Además, pidió a esa entidad continuar con la investigación y dar “las explicaciones objetivas en el plazo más breve”. Sin embargo, por ley, la fiscal general no puede investigar al mandatario mientras está en el cargo.

La magistrada Zoraida Ávalos abrió una investigación contra Castillo en enero, y las diligencias avanzan con los otros involucrados, pues el presidente solo puede ser investigado al terminar su mandato -o si el Congreso le hace un antejuicio para retirarle el fuero-. “Estamos investigando al presidente Castillo por el tema de los ascensos (militares) irregulares, el Puente Tarata y PetroPerú. En mi resolución firmada el 4 de enero hay un común denominador y es la señora Karelim López”, comentó la fiscal Ávalos en una entrevista por televisión la noche del domingo.

Los partidos que presentaron en diciembre una moción de “vacancia por incapacidad moral permanente” contra Castillo no lograron los votos suficientes para que la cuestión fuera admitida a debate en el pleno del Congreso, y están buscando firmas para plantear la cuestión otra vez. Si la admitieran, no cuentan con los 87 votos necesarios para echar al presidente. Sin embargo, Hernando Guerra García, parlamentario del fujimorista Fuerza Popular, planteó el lunes que la cuestión sea debatida para que el presidente dé su versión al Parlamento sobre las investigaciones en su contra.

En otro de los frentes que asedian al presidente, la subcomisión de acusaciones constitucionales del Congreso aprobó el lunes investigar a Castillo por el presunto delito de “traición a la patria”, uno de los cinco motivos por los que un presidente puede ser destituido, de acuerdo a la Constitución. Además, la derecha opositora sostiene todavía que hubo fraude en los comicios, pese a que la Fiscalía y los observadores internacionales demostraron que se realizaron conforme a ley. En el Congreso, una comisión sigue investigando ese supuesto fraude entre voces que piden su destitución o vacancia presidencial.

Las amenazas llevaron a Castillo a dar en febrero otro giro a su Gobierno para restituir las relaciones con Cerrón y asegurarse algunos votos y escaños en caso de que prospere alguna moción en su contra. Así, descartó a cuatro ministros competentes y con trayectoria política limpia, para incorporar a cuadros afines al líder de Perú Libre. Dos de ellos ya le están generando problemas con el Congreso, que pide su renuncia. Se trata del ministro de Salud, un promotor de pseudociencia, y el de Justicia, que tiene 70 denuncias por negligencia como procurador de un gobierno regional, reveló el diario El Comercio.

El 8 de marzo el primer ministro Aníbal Torres debe pedir el voto de investidura al Congreso. La necesidad de supervivencia política de los líderes del Ejecutivo y el Congreso podría llevar a una negociación bajo la mesa, como ya ha pasado en anteriores ocasiones, con el argumento de favorecer la “gobernabilidad”. Pase o no, la inestabilidad política de Perú no tiene visos de parar.
