In 2023, in Cali there would be elections for mayors and councilors by territory. This scenario will occur if the city is divided into localities, an initiative of Mayor Jorge Iván Ospina so that Cali is closer to the figure of a Special District.

Ospina explained that objective during the installation of the first regular session of the Cali Council, in which he will present other important Agreement projects.
If the councilors approve the Mayor’s project, Cali will go from having 22 communes and 15 corregimientos, to six or seven territories.
The Mayor will file the project next June and will request that it be approved before the end of the year.
The new territorial and administrative organization that Cali would have is led by the Cali Distrito team, headed by Carlos Rojas, project manager.

Rojas explained to the members of the Municipal Youth Council (CMJ) the scope of the project. He recounted what had been done to date to comply with Law 1933 of 2018 that categorizes Santiago de Cali as a Special, Sports, Cultural, Tourist, Business and Services District, and the Development Plan 2020-2023, Cali united by the lifetime.
“This Council has the great challenge of carrying out everything related to the Youth System in the city and since Cali District must agree, nothing better than presenting the issue to the CMJ, given its leadership and its impact on the District System of Young people,” the official said.
Rojas pointed out that he is in talks with inhabitants of rural areas and urban territories, with an opening agenda before this opportunity for transformation to turn the city into a power in sports, cultural, tourist, business and service services.

He added that community participation will be broad. “In this second phase, territories are being visited and interacting with interest groups and, when the Draft Agreement is presented to the District Council, participation will be greater, because the debate will be opened so that the definitions are agreed upon given the importance of this change, which will positively impact the lives of all those who live in this municipality,” Rojas said.
